OverviewSUMMARY Arcticom, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Deputy Program Manager for an international peacekeeping support contract that relies heavily on U.S. military, police, and contracted subject matter experts to provide training and assistance. The Deputy Program Manager will provide strategy, managerial, and administrative support to the Program Manager to fulfill the contract objectives.This position may require travel to and within countries with security, health, and other potentially dangerous conditions.ResponsibilitiesESSENTIAL DUTIES & RESPONSIBILITIESThe Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned. Strategy * Analyze options for how best to achieve the Conduct research for relevant findings and analysis of performance to date in this analysis. (Note: relevant research might come from fields such as peace operations, adult learning, institution building, conflict sensitivity, gender, and/or evaluation.); * Assist with developing a plan for achieving the desired objectives that is feasible and based on sound logic; and * Support the Program Manager in developing and maintaining a system for monitoring progress toward the desired objectives and linking that information to future decision Management Support * Provide support to the Program Manager for all aspects of Personnel and Project Management tasks as needed, including but not limited to: * Support for ensuring internal coordination across all contract elements; * Assistance for tracking when project staff need to complete activities; * Reviewing candidates to achieve contract objectives; and * Communicating with staff deployed overseas on behavior and performance QualificationsQUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATIONTo perform this job successfully, an individual must be able to satisfactorily perform each essential duty. Minimum Qualifications: * A Bachelor's degree; * Five (5) years professional experience; * Three (3) years' experience in program management; * Demonstrated experience organizing multifaceted projects; * Demonstrated analytic and problem-solving ability; * Excellent oral and written communications skills and proficient in Microsoft Office Suite; * Ability to function in diplomatic and developing country environments; and * Ability to receive and maintain a Moderate Risk Public Trust (MRPT) certification Preferred Qualifications: * At least three (3) years experience in overseas program management; * Demonstrated ability to manage contracts and personnel; * Experience with peacekeeping and/or criminal justice sector reform; and * Knowledge of theory-of-change and Department of State program design per 18 FAM NECESSARY PHYSICAL REQUIREMENTSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. WORK ENVIRONMENTWork Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.SUPERVISORY RESPONSIBILITIES * This position is self-managed and works at the direction of the government and is directly related to the business operation supporting the customer's objectives. ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations. Shareholder Preference.
