Claremont, CAJob Posting Title:Title IX and Civil Rights CoordinatorJob Description:PRIMARY PURPOSE/GENERAL DESCRIPTION:Reporting directly to the Vice President for Student Affairs/Dean of Students the College's Title IX and Civil Rights Coordinator has primary responsibility for coordinating the College's compliance activities and responsibilities under Title IX, including, but not limited to, sexual harassment, sexual assault, relationship violence, stalking, and hazing. The Title IX and Civil Rights Coordinator manages the College's response to reports and complaints to monitor outcomes, identify and address any patterns, and assess effects on the campus climate.DESCRIPTION OF DUTIES AND RESPONSIBILITIES:ESSENTIAL FUNCTIONS:This information is intended to be a descriptive of the key responsibilities of the position. The list of essential functions below does not identify all duties performed by any single incumbent in this position. Serve as the first point of contact and intakes reports of discrimination and/or sexual misconduct involving Scripps students, faculty, and staff. Provide assistance and/or guidance relative to the following: Information about available resources and support services or training about students' rights and courses of action available to resolve reports or complaints that involve potential sex discrimination, including sexual misconduct. A complaint or filing a report of sex discrimination, including sexual misconduct. Notifying the College of an incident, policy, or procedure that may raise potential Title IX concerns. Point of contact for questions relating to the College's policies and procedures related to discrimination and harassment, including sexual misconduct. Connect survivors with appropriate support services, including psychological and academic support. Coordinate matters that are the subject of a grievance procedure under either the Scripps College policies or the policies of another institution. The Title IX and Civil Rights Coordinator will manage matters and work in close collaboration with counterparts at the other colleges in the Claremont Consortium and The Claremont Colleges Services in cross-campus matters. Duties include: Undertake risk assessments and implementing appropriate safety measures. Assess interim measures and appropriateness of alternative resolution procedures. Selection and oversight of investigators, including outside investigators. Oversee and manage hearings. Assure adherence to relevant policies and keep parties updated on status of matters. Maintain Title IX documentation and records (i.e. Maxient records). Provide updates to case management handbook and other internal procedural protocols. Partner with the EmPOWER Center, the sexual assault prevention and education center for the Claremont Colleges. Collaborate with various Scripps and Consortium departments, as well as student groups on educational and other programming/activities. Collaborate with College Counsel and Human Resources Department to develop and implement comprehensive and legally compliant Title IX training programs for responsible employees (e.g., Scripps Advocates, Residential and Community Coordinators, Peer Mentors, first years and transfer students, student affairs staff, on-call staf, etc.) Collaborate with College Counsel and Human Resources to prepare the annual security and fire safety report (ASFSR). Provide training on Title IX, Responsible Employee (RE), and Campus Security Authorities (CSA) Regularly audit CSA and RE designations with the Office of Human Resources. Work closely with internal and external partners, including but not limited to risk assessment specialists, Scripps Case Management Director, Scripps CARE Team, Lavender Healing Collective, Institutional Research, and Scripps Student Conduct Officer. Develop and maintain the Scripps College Title IX website and other informational materials as part of the college communication strategy. In collaboration with College Counsel, ensure College's compliance with all applicable laws and regulations and update internal polices as needed. Assist with responding to media requests related to Title IX, including from student newspapers. Provide Title IX briefings to Senior Staff and the Board of Trustees (or a committee thereof) as requested. Represent Scripps College on the 7C Title IX Coordinator Working Group, Clery Working Group and otherwise provide leadership at the Consortium level. Represent Scripps on the 7C Community Coordinated Response Team (CCRT), activities related to the implementation of the OVW or other grant funding, and in various professional associations and at designated professional conferences. Foster and maintain professional relationships with students, staff, faculty and other key stakeholders. Active support for the College's Principles of Community and Principles of Diversity in the performance of job duties. Other duties as assigned.REQUIRED KNOWLEDGE, SKILLS, ABILITIES: Individuals must possess knowledge, skills and abilities to successfully perform the essential functions of the position or be able to explain or demonstrate how the essential functions will be performed, with or without reasonable accommodation, using some other combination of skills and abilities. Demonstrated knowledge of Title IX, including related current state and federal law and regulations, Violence Against Women Act (VAWA), and other applicable laws and regulations is required. Knowledge of best practices as they relate to higher education institutions' receiving federal assistance compliance with Title IX and VAWA. Ability to guide, advise, and support the training and learning process with respect to Title IX and VAWA compliance. Ability to manage multiple, ongoing and complex caseload of Title IX related incidents and complaints. Effective project management, organization and analytical skills. Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies. Strong written communication skills and excellent attention to detail, strong problem-solving skills. Ability to manage highly confidential and sensitive information. Demonstrated commitment to establish collaborative partnerships across the institution and peer institutions. Demonstrated commitment to diversity and inclusivity, as well as the ability to work with a wide range of constituencies (staff, students, faculty, parents, administrators) with diplomacy and tact. Strong interpersonal skills and the ability to remain a neutral party. Maintenance of professional qualifications through ongoing training and professional development. Ability to act independently, take initiative and exercise sound judgment. Must have experience managing grievance processes, including conducting or overseeing investigations alleging discrimination. Knowledge of and experience with issues related to gender-based violence.QUALIFICATION STANDARDS:EDUCATION & EXPERIENCE:Bachelor's degree is required or any combination of education and experience that provides the required knowledge, skills and abilities. Master's degree, juris doctorate, or advanced degree in a relevant discipline from an accredited institution is strongly preferred.Minimum of 5+ years of progressively responsible experience in a related field is required. Experience as Title IX Coordinator or Deputy Title IX Coordinator is strongly preferred.Experience in case management and higher education is strongly preferred.LICENSES / CERTIFICATES:None.OTHER:HOURS & CLASSIFICATION AND STATUS:This is a regular, full-time, benefits-eligible, exempt position.The regular hours for this position are Monday-Friday 8:00am-5:00pm. Hours may vary due to the needs of the College or department.Salary range: $90,000-$110,000 annualized. The salary of the finalist(s)selected for this role will be set based on a variety of factors, including but not limited to,internal equity, experience, education, specialty, and training.SUPERVISORY RESPONSIBILITY:None.Work EnvironmentThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job.
