Salary: GS-14 Equivalent ($139,395 - $181,216). Introduction To promote the U.S. foreign policy agenda by advancing the political, economic and social status of women and girls including through coordinating with U.S. government officials, foreign governments and civil society. The Secretary's Office of Global Women's Issues is charged with coordinating foreign policy issues and activities of the State Department relating to the political, economic and social advancement of women around the world. The Ambassador-at-Large serves as the principal advisor to the Secretary of State regarding foreign policy matters relating to women's empowerment worldwide. On behalf of the Secretary, the Ambassador-at-Large has the responsibility of coordinating with U.S. government officials, foreign governments and civil society to promote global women's issues as a bilateral and multilateral priority on the U.S. foreign policy agenda. The position belongs to the Office of Afghanistan Affairs but is physically located in the Office of Global Women's Issues, Immediate Office of the Secretary of State, to assist with Global Women's Issues. As a Foreign Affairs Officer, the incumbent is responsible for policy development on a wide range of women's issues. These issues cover a myriad of policy areas, including issues affecting women's progress in areas of social, economic employment and political action. The incumbent reports to the Special Envoy for Women, Girls, and Human Rights/Unit Director in SCA and maintains a close, personal and confidential relationship with Ambassador-at-Large in order to fulfill global women's issues and human rights policy development, coordination, and implementation.II. Principal Duties and ResponsibilitiesDuty 1: Policy Implementation (FLSA Exempt) % Time Spent: 35 Critical: Yes The incumbent serves as the chief action officer working closely with the Ambassador managing and directing policy development on a wide range of women's and other cross cutting gender-integration issues in Afghanistan and neighboring countries. These issues cover a myriad of policy topics including issues affecting women's progress in areas of social and economic barriers gender equity and integration, and political action.The incumbent maintains a close, personal and confidential relationship with the Ambassador in order to implement policy decisions that accurately consider the complex impacts and implications of various courses of action and to coordinate development of multilateral and bilateral programmatic efforts to implement policy objectives involving women's issues. The incumbent is the initial point of contact for all incoming actions from Departmental Offices , U.S. embassies/posts, other U.S. government (USG) agencies, international organizations, foreign governments, non-governmental organizations (NGO's), or other sources. Monitors developing political situations affecting women's status and well-being as reported or identified in incoming actions to interpret the significance of events to U.S. foreign policy aims with regard to progress made in women's issues policy areas of social , economic employment and political action, assessing them against a broad, but in-depth knowledge that includes country and regional factors. Confers with analysts and action officers in the various interested organizations to develop information, obtain clarification of divergent viewpoints, and build consensus for a course of action acceptable to S/GWI. S/he offers innovative insight into country or regional affairs with regard to women's issues and human rights in order to make recommendations and adjust strategy in accordance with new information received. Devises new and innovative approaches to program development and formulates policy options and alternatives for short and long range plans and proposals.Incumbent identifies and directs efforts to integrate gender issues across the Department in a range of areas, including strategic planning, budgeting, foreign assistance programming, monitoring and evaluation, and management and training. Advances gender integration policy and programmatic oversight of reporting requirements as well as review of outcome assessments of complex issues and alternatives to determine effectiveness and usefulness of current program support and/or continued support.Serves as policy planner for the S/GWI to meet new and changing requirements in global women's issues. Examines issues that promote social and economic development, integrate women into peacebuilding processes that advance regional stability and peace, and ensure participation in civic and political life for women. Formulates strategic goals and objectives in alignment with policy priorities and resources. Develops and coordinates S/GWI strategies to advance the agenda of the Secretary and Ambassador-at-Large to empower women globally.Advances U.S. foreign policy through the integration and mainstreaming of women's issues into all relevant U.S. foreign policy decisions, Department of State practices, programs, and policies. Works closely with the Ambassador to initiate policy planning process in meeting new and developing requirements, define priorities and develop policy strategies, approaches, and options, including innovative and forward-looking policy proposals and frameworks to attain U.S. objectives in gender integration and gender equality. Makes policy recommendations to the Ambassador and as necessary directly to the Secretary on relevant women's issues.Manages issue areas pertinent to S/GWI by maintaining currency on legislative and policy developments affecting the USG's stance and reactions. Ensures effective communication of U.S. policy developments by delivering study results to the Ambassador and policy making officials in writing and verbally in meetings and formal briefings. Advocates and defends S/GWI and Department's policy interests in dealing with specific Foreign Assistance program proposals and other USG activities focused on Global Women's Issues. (FLSA Exempt)Duty 2: Foreign Policy Analysis and Development (FLSA Exempt) % Time Spent: 30 Critical: Yes The incumbent is a recognized expert throughout the foreign affairs and the interagency on Global Women's Issues, provides expert policy analysis, and plays a lead role in policy formulation, including the development of policy recommendations in areas that include but are not limited to women's economic empowerment, women's health initiatives, women's participation in peace and security, and gender-based violence also known as violence against women. Monitors political, economic, social, military, and other significant developments and trends. Identifies and reports on patterns and develops policy options, approaches, and strategies in order to gauge the effectiveness of and facilitate efforts to U.S. foreign policy objectives to improve conditions affecting women's progress in areas of social, economic employment and political action. Plans and conducts special studies in all aspects of proposed and existing women's issues assistance programs and initiatives. Produces authoritative assessments of implications for U.S. policy goals and policy objectives that inform and influence funding and policy decisions. Develops and drafts foreign assistance funding policy, relevant memoranda, and analyses for use by departmental and other federal officials in policy formulation, including recommendations to reprogram funding. Incumbent analyzes the economic impact foreign assistance programs and initiatives have or will have on U.S. foreign policy, economic interests, bilateral and multilateral partnerships, cost versus effectiveness, and consistency with current U.S. foreign policy to optimize resource efficiencies. Analyzes reporting from a wide variety of sources that include U.S. missions, Non-Governmental Organizations, intelligence reports, and foreign electronic and print media to understand implications for U.S. interests as well as variations and complex political, economic, social, geographic, or military issues that significantly influence new perspectives to the planning, development, and execution of U.S. foreign policy options in meeting current, changing, and developing requirements.The incumbent operates with a high degree of independence, self-sufficiency and judgment to study, analyze, and interpret the significance of events or developments to U.S. foreign policy aims with regard to gender equality, assessing them against a broad, but in-depth knowledge that includes Afghanistan country and neighboring country regional factors. He/she provides authoritative analyses, expertise, and insight into country or regional foreign affairs with regard to gender issues and develops policy recommendations on effective U.S. choices to promote the political, economic and social advancement of women, anticipating policy problems and developing policy alternatives and solutions as required. These offerings take the form of written and oral presentations to foreign policy decision-makers and decision-making entities and include position papers, briefings, official discussions in meetings and conferences, memoranda, talking points, and written Congressional testimony and associated background material for use by the Ambassador and Bureau principals in policy formulation. The incumbent clears analytical products with relevant Departmental, interagency, and other stakeholders, modifying drafts as necessary and appropriate. Policy development assignments require access to and review of information classified up to the Secret level and significant to national security. (FLSA Exempt)Duty 3: Program Representation and Advisory Services (FLSA Exempt) % Time Spent: 30 Critical: Yes Recognized as an expert throughout the foreign affairs community and the interagency on global women's issues, the incumbent represents the Ambassador, Special Envoy, and other high-level Bureau Officials in high-level interagency and Department meetings, and serves as liaison to the office of the Secretary, senior Department officials and other relevant Executive Branch Agencies engaged in international women's policies and programs including the U.S. Agency of International Development (USAID), MCC, Department of Justice (DOJ), Department of Labor (DOL), Department of Energy (DOE), Health & Human Services (HHS),Department of Agriculture (DOA),Department of Defense (DOD) and Department of Commerce (DOC). Maintains liaison with foreign missions as well as with White House officials, the private sector, and non-government agencies to inform and to explain U.S. government policies as they pertain to women's policy; to explore new areas of mutual benefit, cooperation, and exchanges; to promote U.S. foreign policy goals and objectives of mutual interest and concern; and to coordinate on policy issues. Serves as liaison to Congress, responding to queries and requests for written responses and/or briefings from Congress. Briefs and consults with Ambassador and staff on any legislation affecting the policies and programs of women in Afghanistan and worldwide. Provides authoritative policy advice and related information to the Ambassador in advancing integration of Department-wide policy guidance on gender integration.Represents the Department to the White House Council for Women and Girls, ensuring that global women's issues are adequately represented in White House decision-making and communication efforts.Maintains productive relationships with a wide array of counterparts across the interagency, with international governmental and non-governmental organizations, bilaterally with relevant countries as well as with private sector, U.S. and international civil society groups, and think tanks to proactively and consistently raise, establish, and advance women's issues affecting women's progress in areas of social, economic employment and political action.Advises on foreign assistance program issues and problems; develops and proposes resolutions of program policy and procedural issues and coordinates implementation of management decisions on Global Women's issues. Knowledge Required by the Position Mastery of social science methods and techniques to produce policy relevant assessments that involve the research and analysis of information derived from a variety of sources in order to provide advice, guidance, consultation, and policy development options to officials with regard to the interpretation and application of analyses in Global Women's issue areas.Mastery of one or more geographic or functional specialty areas to provide expert advice and guidance with regard to the policy implications of issues and developments in Global Women's Issues.Expert knowledge of the theories and principles of political science, international relations, economics, history, geography, or other related disciplines applied in analyzing and evaluating factors and conditions involved in the administration of U.S. foreign policy programs.Expert knowledge of current U.S. foreign policy objectives and programs to assess the relevancy and implications of global social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. foreign policy.Expert knowledge of U.S. foreign affairs information sources, processes, and organizations in order to apply the full range of available information resources and capabilities in supporting the needs of the Department.Comprehensive knowledge of the different U.S. government agencies, bureaus, and other government actors involved in the formulation of foreign policy involving global women's issues in order to establish effective liaison all levels throughout the foreign policy and interagency communities, to plan and coordinate activities across program and agency lines, and to promote the sharing of vital information vital to both speres of operation.Knowledge of Department goals, objectives, programs, and relationships to assess the relevancy and implications of global social, political, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. foreign policy provide expert analytical and advisory services that are responsive to the specialized needs of the organizations supported.Demonstrated highly developed oral and written communication skills in order to prepare and present analyses, provide guidance, solicit information, defend policy proposals, serve as the liaison and interface between various offices and outside agencies; present briefing on sensitive and controversial global women's issues; communicate with and advise officials throughout the Department on assigned women's issues policy issues; and negotiate agreements. Supervisory Controls The incumbent reports to Special Envoy for Women, Girls and Human Rights and works closely with the Ambassador-at-Large. The incumbent operates with a high level of independence in planning, organizing, and carrying out assigned responsibilities, including defining project objectives and requirements, initiating contacts and coordinating activities with other organizations, and providing expert advice and guidance directly to the Ambassador-at-Large and other senior Bureau and Department officials. The incumbent keeps the supervisor informed of accomplishments and significant issues and developments through periodic meetings and reports. The work is considered to be technically accurate and is not subjected to detail substantive review. Work products are examined for compliance with broad agency policy and responsiveness to the needs of the Ambassador, the Office and the Department. Work is considered authoritative with review by peers only where appropriate and usually initiated by the incumbent. Guidelines Guidelines of major concern at this level are basic legislation, directives, broad Department and Administration policy statements, administrative procedures regarding such matters as objectivity, responsiveness, and timeliness, and agreements governing the development and execution of the U.S. foreign policy pertinent to the assignment areas, bureau policy and goals, analytical techniques, research principles and methods. These guidelines are very broad and must be adapted, interpreted, and extended to a substantial degree by the incumbent in order to be applied to the process of assessing the implications of global developments on U.S. foreign policy, foreign assistance resources and projects. The incumbent exercises a high degree of judgment in evaluating the significance of social, economic, and political developments to current foreign policy interests, in discerning meaningful trends and patterns in information collected from disparate sources, in determining the need to deviate from traditional professional methods and to develop new evaluative criteria and methodology. The incumbent develops specific objectives and devises new methods, techniques, and criteria pertaining to such matters as identifying trends and patterns, acquiring information and analyzing data, developing policy alternatives and approaches, and presenting findings The methods and procedures developed often serve as precedents for other analysts. The incumbent's increasing visibility and ongoing professional relationships with policy making bodies also require considerable judgment and ingenuity in maintaining objective, professional standards.
