Reports to: WC Early Learning DirectorSalary: $72,700-$116,300FLSA: ExemptEquity Lens - https://earlylearningwashingtoncounty.org/ Purpose of this Role ELWC will reduce the disparity of opportunities and disproportionate risks to make school success possible for all children. Specific efforts will focus on families who are expecting and on children of color, with disabilities, those that are English-language learners, those who live in low-income, homeless, migrant or refugee families, and those who have experienced abuse or trauma This role includes ensuring ELWC meets all deliverables assigned by funders in the staffing of ELWC’s Parent Advisory Council (PAC), as well as the management of a specific contract portfolio for ELWC. Key Accountabilities Planning and Resource Development, Collaboration, Facilitation Play a convening and co-facilitation role for the Parent Advisory Council, co-facilitating planning, decisions, and action; fostering constant communication; connecting and aligning strategies and resources. Incorporate a strong parent/family voice into Early Learning Washington County’s work and that of United Way by evaluating existing and proposed structures and programming for effective family voice. Support partner agencies seeking information to strengthen their own PAC work. Apply for grants to maintain and expand existing services and new services/programs. Represent ELWC in the BIPOC STEAM Ecosystem grant community of practice. Program Development and Project Management Coordinate the contract/grant negotiation process to finalize contract terms and convey the relevant changes to sub-awardees and implement the change by amending subgrants/subcontracts Prepare agreements for funding in contract portfolio to be sub awarded to partners, including deliverables, timelines, program reporting and financial requirements Manage an ELWC specific contract portfolio; write and manage contracts. Act as project manager for numerous contracts, ensuring that required standards are met by contracted providers. Contracts may include Early STEM initiatives (partnering with Portland METRO STEM Partnership, graphic designers, STEM facilitators, etc.), PAC interpretation/translation, , etc. Facilitate the dialogue and problem-solving process with sub awardees and funder to resolve complex contracting issues. Meet with subcontractors, articulate issues to funder, present proposed solutions or contract modification and document final decisions Collaborate with United Way’s Accounting Team to ensure timely payment to providers and resolve any pay discrepancies Facilitate decisions, plans, and action to help move key strategies forward in accomplishing both short-term tasks and long-term results Plan meetings, trainings, and workshops Provide data to drive decisions and strategy for ELWC as requested Participate in strategic planning process Community Engagement and Relationship Management Represent United Way values, brand identity, and community investment perspective in all relations with individuals and community groups Build relationships that strengthen service delivery to donors, supporters, program participants, and the broader community Coordinate work and collaborate with other United Way departments and functions Represent Community Impact at United Way and community events Additional Competencies and Required Skills Excellent verbal and written communication – both English and Spanish Strong planning and organizational skills, with ability to manage details Project management and oversight Ability and willingness to ask questions, stretch, learn, and grow Ability to discern levels of and maintain confidentiality where appropriate and necessary Intention to develop own professional skills and abilities Facilitation expertise (for small and large groups) Presentation skills Cultural competency – broadly-defined, including understanding and awareness of cultural dynamics, and the highest level of cultural competency standards Ability to conduct, analyze, and present research and data Ability to synthesize complex and multi-level information Ability to assess evaluation strategies Ability to assess a situation and apply principles and sound judgment to creating a solution Education, Skills, Experience, and Training Required for this Position Minimum five years of increasingly responsible work experience in a relevant human service field; Bachelor’s Degree, or a master’s degree and two years’ experience; or a comparable combination of experience and education. Bilingual English and Spanish Project management skills and experience Experience with and/or working knowledge of family engagement, group facilitation, partnering with community–based organizations and advancing racial equity and inclusion. Existing understanding of and experience working within the Early Learning community, especially within the Tri-county region (Clackamas, Multnomah, and Washington County), preferred. Existing understanding of and experience working with the culturally specific community-based organizations in the three-county metro region (Clackamas, Multnomah, and Washington Counties), preferred Demonstrated capacity to work with minimal direct supervision Experience considering the impacts of the work on multiple communities, including communities of color, in technical analysis Experience incorporating the perspectives of multiple communities, including [communities of color], in the consideration of impacts and outcomes of a decision-making process. Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds Prefer knowledge of: Child/youth Development Prevention and Early Intervention Strategies for Change Management and Community Mobilization Resiliency and Trauma Informed Care/Practices Toxic Stress, Generational Trauma, and Adverse Childhood Experiences Family Systems Solution Focused and Strength Based Approaches Systems Thinking Popular Education This job description describes the general nature and level of work performed by employees assigned to this position.
