ABOUT THE ROLE : The Department of Public Works is a 250-person department committed to providing dependable, high-quality services; developing a safe, healthy, livable environment; supporting and developing the work force; engaging the community and providing excellent customer service; and planning for a sustainable future. The Engineer is a key member of the engineering team at the Department of Public Works and reports to the Assistant Commissioner for Engineering/ City Engineer through the Supervising Engineer. The Engineer will work towards the goal of providing efficient operations and excellent customer service. The person in this role will be an important contributor to the Department's Capital Improvement programs and will provide effective community relations, sound decision-making, financial responsibility and problem-solving. ESSENTIAL DUTIES AND RESPONSIBILITIES: Participate in the design of municipal infrastructure projects including: streets and sidewalks, sewer, drain, utilities, parks, buildings and related facilities. Manage daily construction, maintenance and/or repairs by contractors of municipal infrastructure including streets and sidewalks, sewer, drain, utilities, parks, buildings and related facilities. Collaborate in the management and administer all aspects of public works construction contracts, including schedule, budget, and quality control. Review, permit and oversee construction of public infrastructure performed by private entities on behalf of the City. Coordinate the construction of public works projects with residents, property owners, business owners, other city departments, state and federal agencies and other stakeholders. Report in person to assist with emergency situations as required by the City Engineer including, but not limited to significant inclement weather events and participate in a 24 hour a day on call rotation. Other related duties and responsibilities as assigned. Reasonable accommodation may be made to enable individuals with disabilities to perform essential functions. MINIMUM REQUIREMENTS: Education and Experience Bachelor's degree in civil engineering Minimum of 2 years' experience with demonstrated involvement in the design and/ or construction of multimillion-dollar infrastructure projects, muti-modal transportation projects or municipal utility projects Ability to assist in the management and administration of public works construction contracts. Ability to manage and oversee the daily construction activities of large municipal infrastructure projects including, but not limited to tracking of quantities, community relations, conflict resolution, approval of monthly pay requisitions and compliance with project plans and specifications. Ability to learn and use an asset management program for the City's sewer and drainage systems. Demonstrated commitment to public service. Assist in the supervision of up to four (4) college co-op students as part of the DPW's Internship Program. Knowledge Skills and Abilities Strong interpersonal and customer service skills. Strong written and verbal communication skills. Exceptional organization skills. Demonstrated ability to work independently and manage competing priorities in a busy work environment under tight deadlines. Strong problem solving, decision making and mediation abilities. Proficiency with a variety of computer software typical to professional office environment including word, excel, smartsheet, asset management, teams, and zoom. PREFERRED REQUIREMENTS : EIT (Engineering In Training) Certificate is preferred. Knowledge of state and municipal procurement laws and regulations. Knowledge of complete streets design. Knowledge of state and federal accessibility requirements and experience designing and constructing accessible facilities. Knowledge of municipal utility systems. Ability to access, input and retrieve information from a computer. Ability to operate office equipment including copiers, printers and scanners. Executes multiple tasks involving keyboarding, telephones, writing, bending, reaching and lifting boxes of files (up to 10 lbs.). WORK ENVIRONMENT: Outdoors including construction sites and congested City roadways under all weather conditions. Standard office environment, which includes fluorescent lighting and air conditioning. Busy office work environment characterized by multiple work demands from staff and customer interaction.
