ABOUT LEA COUNTY ELECTRIC COOPERATIVE Our cooperative came to fruition in 1949 after a group of Lea County citizens banded together to develop an electrical service for people in rural areas not powered by the central station. In the beginning, we established 136 miles of electrical distribution lines that served around 1,250 consumers. Through technological advances and modern updates, we've greatly expanded our services to power more than 7,000 consumers with over 4,300 miles of energized lines. Now, we provide energy to portions of six counties in New Mexico and Texas. We take pride in helping light up our community! OPERATIONS TECHNICAL COORDINATOR Department: Operations & Planning Section: System Operations Reports to: Manager of Engineering & Operations (or his designee) Supervises: None Directs: None FLSA status: Non-exempt NCS Code: 55-0500 OBJECTIVE: To provide leadership, and guidance for operations department to fully utilize technology in support of all areas of dispatch, SCADA, AMI, Substations, and Operations to insure maximum utilization of technologies. POSITION SUMMARY: Support and assist Operations with the efficient implementation and operations of SCADA, AMI, Metering, Dispatching, and (OMS) Outage Management Software in addition to power restoration. LCEC has many technologies that need to be fully utilized to enhance member satisfaction. These technologies interface with SCADA, AMI, Metering, Dispatching, and OMS power restoration. The existing SCADA system requires an in-depth knowledge of SCADA programing. The AMI system needs to be fully utilized to get voltages and meter information by pinging the meters to analyze system performance, predict potential system problems and minimize response time with outages while reducing costs. Meters have evolved into highly sophisticated devices. This position will be responsible for maximizing the use of the technology that relates to system operations. In addition to the above-mentioned areas of responsibilities, the position will require the person to develop skills and have a willingness to learn the role of a System Operator so they can cover any shift in the event that a need arises. Perform other duties as required. RESPONSIBILITIES AND AUTHORITIES: Coordinate with IT any technology issues and ideas that can enhance the current systems. Work directly with LCEC's Survalent SCADA system to improve the utilization of LCEC's SCADA system. Become knowledgeable of all aspects of programming the SCADA. Become knowledgeable of OMS/MDM/NISC and assist operations in their use of OMS/MDM/NISC to improve power restoration and efficiencies. Automate inspection reports including but not limited to line inspections, substation inspections, fleet inspections into a digital format/app. Produce monthly reports for management to review through a dashboard environment that can easily be accessed by supervisors. Assist Dispatching as needs arise including covering as a System Operator on any shifts. Coordinate with metering group to fully utilize the AMI system within LCEC. Coordinate and assist with recloser replacement needs with relay technician. Implement a drone inspection program at LCEC to fully utilize LCEC's drone and become a licensed drone pilot within six (6) months. Become knowledge of Milsoft to assist with load studies. Learn LCEC's electrical system and be willing to assist with power restoration efforts. Perform other tasks as assigned or requested. Ability to prioritize and schedule daily work and ensure its completion with or without direction from supervisor(s). Follow and ensure compliance with all Cooperative safety policies and procedures. Capably adjust and accept broadening scope of responsibilities for self and other employees on the job. Possess a thorough knowledge of all Cooperative policies and procedures. Must be able to exercise good judgment and make good decisions under pressure and in potentially dangerous situations. PLANNING AND IMPLEMENTATION: Become multi-disciplined with knowledge of existing and evolving technologies. Plan and develop enhancements to all operations systems including but not limited to SCADA, AMI, Metering and Substations. Perform detailed engineering studies and reports. Assist the Manager of Engineering and Operations by performing detailed studies including reviewing of contract specifications, estimating labor, materials, and construction costs of projects. SUPPORT: Diagnose and troubleshoot active systems to support operational modifications, repairs, or enhancements. Provide technical support to others within the Operations Department. Perform field related investigations, inspections, or monitoring. Perform special technology related assignments as required. Work closely with Operation employees to utilize technology to its maximum efficiency. EDUCATION: High school or equivalent required. Training in the concepts of electricity. Other technical subjects relating to the position are desired. High level of computer skills is required. PHYSICAL AND ENVIRONMENTAL REQUIREMENTS: The position requires working inside in a controlled environment and occasionally outside in varying weather conditions. Sitting for extended periods of time. Working overtime and traveling at times with short notice. Hearing within normal range, hearing aids are permitted. Vision within normal range, corrective lenses are permitted. Must have a valid driver's license or the ability to obtain one. This position is subject to be on call 24/7. This position is considered safety sensitive.
