The Chief Nursing Officer is responsible for directing, planning, developing, implementing, and evaluating efficacy of operations of patient care services while ensuring safe, efficient, quality care. Collaborate with the administrative executive team, governing board, medical staff, community leaders, and other institutions to improve overall health and quality of life for the populations served. Work in accordance with the standards, guidelines, and regulations of DHS, CMS, and other governing bodies or per directives by the Administrator, CEO. The Chief Nursing Officer adheres to the principles, philosophy and mission of Cobre Valley Regional Medical Center in all aspects of job performance. LEADERSHIP CORE COMPETENCIES AND ESSENTIAL FUNCTIONS Organization Mission, Vision, and Values: Attends and participates in strategic planning sessions with executive team and governing board. Participates in the development of strategic and long range initiatives and in their implementation, and continuous revision including budgeting and operational plans which serve to fulfill the mission, vision, and values of the organization. Assures a credible community needs assessment is done to determine the care and service needs of the population served. Identifies and evaluates trends in healthcare to determine potential new services. Communicates facility expectations of service excellence, holds staff accountable for their behaviors, and recognizes employees who demonstrate outstanding customer service. Delegates tasks appropriately, provides adequate authority and support to facilitate efforts. Demonstrates the ability to maintain effective relationships with medical staff. Ensures timely follow-up on physician complaints and concerns. Managing Human Resources: Acts as a role model for employees regarding attendance, tardiness, and availability for interaction with employees Oversees development of relevant ongoing educational programs and competency assurance for managers. Effectively manages conflict and change. Promotes a constructive, motivational, and collaborative working atmosphere within the department. Holds managers accountable for competencies inherent in their positions Managing Care Delivery: Assures that best practice and benchmarking concepts are incorporated in design and development of new care delivery models. Takes calculated risks in designing futuristic care delivery models. Participates in the determination of functions and processes to achieve clinical and administrative goals. Analyzes clinical, perceptual, and fiscal databases for adverse outcomes and intervenes to improve care Participates in evaluating, selecting, and integrating health care technology and information management systems that support patient care needs and efficient utilization of clinical resources Participates in clinical resource management process that promotes best practice of the high volume or problematic diagnoses Managing Performance Improvement: Actively participates in the performance improvement program and utilizes the information to further enhance the quality of services offered. Oversees multi-disciplinary improvement teams working toward improvement in clinical services. Ensures that review/evaluation of quality and appropriateness of clinical services are performed at least quarterly and reports are submitted. Analyzes data and makes recommendations for improvement. Participates in the development of a framework for outcome measurement in areas such as clinical outcomes, patient satisfaction, and costs of healthcare delivery. Ensures performance improvement standards meet or maintain regulatory bodies' standards. Participates in monitoring ORYX, Root Cause Analyses, Patient Safety or other outcome oriented processes Maintains survey readiness and provides direction for clinical services compliance with all the regulatory bodies Systematically evaluates the quality and effectiveness of nursing/clinical practice and clinical administration services. Supports or encourages research and its integration into the delivery of care. Managing Fiscal Affairs: Oversees the development, implementation, and administering of staffing plans to meet the needs of customers, staff, and budgetary guidelines. Reviews patient classification and budgetary reports to assess appropriateness of staffing, recommend changes, and maintain quality. Develops fiscal and clinical performance measures to assess the effectiveness of clinical resource management strategies. Analyzes data to identify clinical, operational, financial, or social issues, which negatively impact care outcomes. Oversees timely and accurate payroll activities. Analyzes overtime, premium pay, contract costs and recommends changes as appropriate. Develops and manages a fiscally responsible budget addressing capital equipment, personnel, inventories, and other costs. Complies with required purchasing controls with requisitions and purchase-orders. Assists managers in the purchasing process. Managing Marketing Initiatives: Demonstrates ability to present ideas and concepts to an audience, using one or two delivery techniques. Assesses audience needs and focuses the presentation toward those needs Demonstrates innovation with clinical program proposals and implementation of new ideas. Offers suggestions that are potentially cost saving or revenue producing. Promotes organization's strategic goals with medical and hospital staff. Promotes organization's services within the community through visible ongoing participation in community service organizations. Participates in organization's affiliations such as Foundation and/or Hospital Auxiliary. Managing Regulatory Tasks: Attends and participates in the committees or meetings as outlined in job summary Participates in legislative or industry groups to develop contacts and resources. Serves on committees as appropriate. Ensures ongoing review, development, and implementation of policy and procedures to ensure a continuum of care and one level of service for all patients. All policies are reviewed every 2-3 years or more often as appropriate. Accountable for high standard of care and/or services within guidelines of regulatory, licensing, and accrediting bodies; i.e., Title 22, Conditions of Participation, JCAHO, etc. Effectively conducts meetings with managers to inform, motivate, and problem solve. Managing Executive Decision Making Collaborates with executive team in decisions concerning health care services, settings, and organizational priorities. Participates in the administration of the organization as a full member of the executive team. Attends governing board meetings and gives verbal report on clinical services Attends medical staff meetings and gives administrative report as necessary and participates in discussions related to standards of care or patient care policies. Determines the management information needs for the clinical division. Ability to assume other responsibilities and projects as directed by the Administrator, CEO. Managing Competency Demonstrates knowledge of current trends/changes in the industry and makes recommendations or revisions of systems while maintaining quality standards of care and sound fiscal practices. Demonstrates effectiveness in establishing clinical philosophy, goals, and objectives Maintains a collaborative affiliation with a school of nursing and/or allied health care professionals to foster implementation of proven care delivery research studies. Networks within professional organizations and peers in state/region to share ideas, problem-solving methodologies, obtain cutting-edge healthcare service trends and to attain technology information. Maintains professional growth and development to keep abreast industry standards through self-development and continuing education. Demonstrates a commitment to managerial development through participation at meetings, committees, and pursuit of continuing adult education QUALIFICATIONS: Current CPR certification. Licensed by Board of Registered Nurses in the State of Arizona. Baccalaureate degree in nursing required, Masters degree in nursing, health care, or hospital administration preferred. Certification in nursing administration by a nationally recognized nursing organization preferred. Knowledge of computer software programs Word, Excel, E-mail, and Power Point or equivalents. Extensive job knowledge in nursing, patient care services and administrative practice. Minimum of 5 years of relevant clinical experience. Minimum of 5 years progressive nursing leadership experience with demonstrated success. Ability to influence clinical practice. Strong analytic problem-solving skills, using a system's approach. Effective skills in professional writing, interpersonal communications and negotiations. Organizational skills to manage time efficiently. Results oriented in human resource management practices. Adapts to changing environments, serves as the change agent for Clinical Services. Initiates program development and accomplishes outcomes.
