December 7, 2022 TO: All interested persons Bonneville County is now accepting applications for the following position: Position : Clerk I Starting Salary: Pay Grade 9 Salary is $15.44 Work Hours: 40 hours a week Closing Date: Applications will be accepted until position is filled. GENERAL PURPOSE Performs a variety of working level complex clerical and process execution duties designed to expedite the data entry, processing and serving of various legal documents, papers and warrants produced through the legal system and executed by the Sheriff's Office Civil Process Unit; expedite the receiving, documenting and processing of criminal identification and statistical information. SUPERVISION RECEIVED Works under the immediate supervision of the Civil Supervisor. SUPERVISION EXERCISED None. ESSENTIAL FUNCTIONS Receives and reviews various protective order, legal papers, processes and warrants (i.e., subpoenas, garnishments, summons, complaints, notice of hearings, orders, writs, etc.); determines document accuracy and completeness for conformity with established codes; conducts case and or document research; accepts or rejects documents based upon code compliance. Performs entry of civil documents into the process system; dates and time stamps documents as needed to validate legal time requirements for service and formally registers the same; performs data entry of all documents to create or update computer files and records. Prepares process papers for service; prepares proper record of returns and processes according to Idaho Code; distributes to courts, lawyers, plaintiffs, etc.; maintains hard copy filing system of all documents received and processed by the civil division; assures proper copying of documents, circulation of documents to appropriate personnel and updating of file records. Performs various tasks associated with the service of civil processes; serves as an agent of the court in satisfying writs of execution, writs, subpoenas, orders, tax & sheriff sales, abandoned vehicles, restitution or attachment; locates persons named in civil documents and makes formal delivery of the same; provides courtroom testimony as required. Creates billing invoices for customers, i.e., attorneys, legal representatives and the public; calculates fees and prepares invoices for mailing; mails invoices and follows up on the same; receives payments and fees and issues receipts; mails delinquent notices; updates computer records to show transactions and disposition of accounts; hand delivers invoices to the courts as needed; follows up on checks received with insufficient funds and collects monies as due. Prepares deposits and delivers to county treasurer; prepares monthly reports identifying departmental revenues and collections, delivers to county auditor for review. Assists to conduct Sheriff's sales of real and personal property as ordered by the court; monitors orders to assure strict compliance with court guidelines and established legal procedures; assures proper delivery and return of completed orders. Assures all hard copy files are properly updated and filed; maintains hard copy filing system of all documents received and processed by the records division; assures proper copying of documents, circulation of documents to appropriate personnel and updating of file records. Receives telephone calls; respond to caller inquiries or routes calls to knowledgeable personnel; assists the public by directing to various legal or law enforcement service providers or offices. Provides copies of various reports and documents to the public and various agencies and insurance companies; follows established procedures as needed to authorize copies issued to individuals, companies and agencies with a legitimate "need to know". Receives and processes requests for copies of criminal histories; receives and receipts payment of fees. Assists to review and evaluate civil protective orders; determines completeness and accuracy; logs and enters orders into state teletype system; assure proper preparation of documentation for service by officer; updates record system showing disposition of order and service results; provides return of service to court or outside agency. Performs related duties as required. MINIMUM QUALIFICATIONS 1. Educations and Experience: A. Graduation from high school with course works in the fields of bookkeeping, accounting, and general office practices. AND B. One (1) year of performing complex clerical or related duties; OR C. An equivalent combination of Education and Experience. 2. Required Knowledge, Skills, and Abilities: Working knowledge of general office management practices and procedures; basic bookkeeping and accounting; records management; word processing; and computer information systems. Some knowledge of law enforcement records management, civil process, or drivers license processing is preferred. Skill in data entry and interpersonal communications. Ability to develop effective working relationships with subordinates, department heads and other state officers and employees; perform basic mathematical computations; communicate effectively, verbally and in writing; read and interpret Idaho laws affecting total operations of drivers licensing; operate standard office equipment (i.e., calculator, typewriter, and photo copy machine). 3. Special Qualifications: Must possess a valid Idaho Drivers License. Work Environment: Incumbents of the position perform in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, occasionally involving muscular strain, such as walking, standing, stooping, sitting, and reaching. Talking, hearing and seeing, and communicating essential to task completion. Regular travel required. Certain elements of the job pose hazard uncertainty. Rapid work speed required performing keyboard operations. Common eye, hand, finger, leg and foot dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking.
