Position Summary: The Job Developer II / Lead (Lead) is responsible for the day-to-day operation of the Center and provides leadership and instruction for Center staff, ensuring the Center runs efficiently and within guidelines. This position is a working Job Developer and s/he performs substantially similar tasks (in terms of nature and level) as the employees under their leadership. The incumbent does not have to be an expert in the Workforce Innovation and Opportunity Act (WIOA). However, they should have a good and continually evolving understanding of the various services offered by MLJT and how to best connect our clients to these services. The Lead does not have full formal supervisory authority for employees, as they report to the Program Manager (PM). However, s/he has responsibility for assisting management in carrying out certain aspects of supervisory responsibilities; schedule and control daily work assignments for Center staff; ensure that staff have the tools and training necessary to complete tasks quickly and effectively; provide direction and input to management on staff performance; resolve operational and work-flow issues; provide proactive suggestions for enhanced work productivity. As a Job Developer, this role is characterized by the incumbent's ability to effectively and strategically manage the relationships between MLJT Center and other staff / management, business leaders, job seekers, and the community at large. S/he has responsibility for performing a variety of workforce duties in the development and implementation of employment, retention, and training programs; provides assessment, counseling, placement and follow-up for eligible clients; monitors employment and training programs and contracts; develops employer relationships for the purposes of promoting programs and services, job development and referrals; provides a high level of customer service to business and job seeker clients. Lead Responsibilities: As part of the leadership team, ensures cohesion and quality of services for the Center, and resolves operational challenges. S/he should communicate with the PM on an almost daily basis, keeping them informed of site issues. Works closely with partners, business, management and program staff to implement and modify existing procedures, including training of their staff as necessary. Provides new employee orientation and training; continuously provides training and technical assistance to the Center staff. Oversees scheduling / organizing / logistics for Center staff with consideration to the workflow of all Center staff and schedules (holiday, lunches, time off, etc.). Addresses concerns by Management and Center staff proactivity, making suggestions for solutions and keeping appropriate staff in the communication channel informed, and documenting issues and resolution. Utilizes problem solving skills by troubleshooting problems and weighing benefits and consequences. Makes decisions thoughtfully and quickly within scope of control and communicates with management actions taken and results. Assigns work, gives direction, ensures staff timelines are met, monitors work, and provides constructive feedback on quality, and how work was performed. Provides county specific business engagement and outreach, conducts Rapid Response activities and attend RR Roundtables. Provides input into EE selection and performance evaluation, as requested. Job Developer II Responsibilities: Reviews/approves applicant eligibility for services according to state and federal guidelines. Assesses client and makes decisions regarding enrollment. Treats all job seekers with respect regardless of protected class status and / or socio-economic class. Identifies barriers to employment and provides vocational, academic and career counseling. Develops employment plans based upon client skills and aptitudes. Refers clients to appropriate services and resources. Responsible for technical duties relative to registration, enrollment and completion of program participants; tracks progress, including expenditures, of enrolled participants. Assists employers with their hiring, training and/or job development efforts. Monitors training and work site arrangements and provides liaison between clients and employers. Develops jobs in private and public sectors. Prepares and maintains case records, reports, files and training contracts. Prepares statistical and narrative reports on caseload parameters and program activities, enters and retrieves data on an automated computer system, maintains appropriate records utilizing databases. May develop program publicity and marketing information, including speaking to various groups. Conduct orientations, workshops, and classroom training sessions in areas such as job search, job skills, developing resumes and preparing for interviews. May direct the work of work experience participants and volunteers. Performs other job-related duties as required. The requirements listed below are representative of the knowledge, skill, and/or ability required. Minimum Education - High School Diploma or Equivalent Preferred Education - Four year college degree with an emphasis in business administration, career planning, vocational counseling, sociology, marketing, human resources, or a related field. Minimum Experience - An equivalent combination of four years education, training and increasingly responsible experience that provides the desired knowledge and abilities as described herein. Preferred Experience - Minimum experience plus a work background in job placement, career planning, public relations or human services. Knowledge of federal, state and local regulations WIOA and related programs. License: Driving is a requirement of this position. A valid California Driver s License, personal automobile liability insurance, and reliable vehicle are required. Supervisory Responsibilities: Provides daily oversight of Center staff including Resource Specialists and/or Job Developer I or II (staff configuration subject to change) who are supervised by Program Management. Carries out leadership responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include interviewing and training employees; planning, assigning, and directing work; providing input to direct manager on performance; signing timesheets, approval of program eligibility and expenditures; addressing complaints and resolving problems.
