The Johns Hopkins Bloomberg School of Public Health Office of Information Technology (BSPH IT) seeks an IT Project Manager who is the primary individual responsible for orchestrating the achievement of information technology project objectives. These objectives are accomplished through the oversight of all IT Life-Cycle tasks while overcoming constraints such as cost, scope, time, and ensuring quality. This work involves defining project scope, identifying potential risks, resolving critical problems, and integrating new technologies. Such work ensures that BSPH IT can meet business requirements through the optimal application of IT systems and services.Specific Duties & ResponsibilitiesProgram Management & Continuous ImprovementProvide direction and support to PMO staff and project team members throughout the project lifecycle. Serve as problem manager to ensure that senior management receives regular updates until problems are followed through to resolution. Participate in activities that drive standardization of Project Management Life Cycle and industry best practices and improve the efficiency and effectiveness of work.Establish and implement project management processes and methodologies to ensure projects are delivered on time, within budget, adhere to high quality standards and meet assigned expectations. Train and mentor project sponsors, process owners and project teams in the concepts of project management while developing staff competency in support of the project management standards.Bring Continuous Improvement tools, methods, training, and coaching to the entire organization to highlight the value of project management support our drive towards operational excellence.Carry out advanced data collection and analysis for process mapping and develop budgets and cost analysis to determine project feasibility.Oversee the Project Management Office responsible for maintaining Capital, Enterprise, and Non-Enterprise project portfolio including associated documentation.Monitor, measure, and report on the productivity and performance of projects, the PMO, and interrelated work streams.Project Collaboration & Lifecycle ParticipationDirect and monitor activities of project personnel, identifying resource needs, performing quality review, and escalating functional, quality, timeline issues appropriately to ensure project progresses on schedule and within budget.Lead cross-functional project teams using both project management and continuous improvement methodologies, tools, and best practices to ensure that all project tasks are identified, delegated if necessary, and completed within allotted timeframes and achieve defined objectives.Assign duties, responsibilities, and scope of authority to project personnel who may be assigned from other IT areas on a temporary basis as functional experts from and/or consultants/independent contractors.Manage one or more high profile/high impact projects considered to be of medium to high level complexity.Create and manage project documentation including project charter, scope, objectives, estimation worksheet, schedule, milestones, assignment of project personnel, risk/issue/decision logs, and action items.Advise managers, directors, and executives on gaps and opportunities for systems improvements across multiple divisions and between work groups.Provide support and counsel to peer management team to achieve Information Systems and/or individual peer team goals.Manage vendor relationships that address enterprise and operational business requirements confronting BSPH and defined in project charters.Risk ManagementCarry out advanced data collection and analysis for process mapping and develop budgets and cost analysis to determine project feasibility.Identify and assess IT Governance and regulatory requirements and their impact to IT projects.Coordinate the evaluation of cybersecurity risk and the impact to IT projects.Coordinate the evaluation of physical security risk the impact to IT projects.Ensure methods to mitigate project risks are evaluated and developed into contingency plans.Lead Change Advisory Board, oversee change management process to ensure standardized methods and procedures are used for efficient and prompt handling of all change requests.Lead Project Review Committee, oversee project request process to ensure standardized methods and procedures are used for efficient and prompt handling of all project requests.CommunicationInteract with senior management to manage and monitor project portfolio including, but not limited to, review of project proposals to determine goals, time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of resources.Facilitate project team meetings and oversee creation of project communications plan to provide updates regarding the impact of project activities to project stakeholders.Provide monthly reports, at minimum, to senior management regarding project status including impacts to cost, scope, time, quality as well as impact on personnel and other resources.Call attention to potential problems as they arise and make recommendations as to the appropriate corrective actions.Represent BSPH OT on project teams for other BSPH departments and offices with regards to IT needs and requirements.Act as a liaison for central IT teams/project managers regarding JH enterprise IT projects involving BSPH.Maintain high moral and ethical standards in all dealings with peers, clients, and business associates.Provide performance review input regarding project personnel who may be assigned from other IT areas on a temporary basis as functional experts from and/or consultants/independent contractors.Minimum QualificationsBachelor's Degree.Five years of IT experience, with some project management experience.Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.Preferred QualificationsHigher Education experience.Project Manager Professional (PMP) or equivalent certification.Excellent project management skills.Excellent verbal and written communication skills.Excellent quality control skills.Excellent time management, organizational and documentation skills.Ability to take initiative, establish priorities, and work independently.Capable of both direct and matrix project management.Excellent team building skills.Solid comprehension of databases, web applications and networking environments.Excellent interpersonal/human relations skills; works well with technical and non-technical resources.Ability to maintain confidentiality.Ability to interact effectively with senior level management.
