This new position will be focused on the support of DRCC’s 500+ employees.The Human Resource Director will focus on leading the organization’s onboarding and benefit administration efforts while contributing to a broad set of employee related tasks. Interested candidates should have a 4 year degree and 2 years experience in Human Resources.At the direction of the Executive Director and Senior Leadership team, the Human Resource Director will provide support, consultation and guidance as it relates to all HR processes including job descriptions, onboarding, general HR practices, policies and compliance. This position will help shape an outstanding work environment by staying informed of current workplace trends and anticipating impact on internal practices. Must be able to operate with self-initiative and be driven to produce quality and timely outcomes on strategic items and projects.Essential Functions: Interacts professionally with employees, supervisor and job applicants in accordance with policy,practice and applicable laws. Provides guidance, advice and education. Always maintains high level of confidentiality. Provides direction and support for pre-employment processing, on-boarding and associated paperwork. Processes employment-related transactions including promotions, change of status, etc. Performs benefits administration, including data entry, claims resolution, change reporting, and benefits communication with staff. Documents and tracks statistics and data; conducts analysis and provides reporting as needed. Ensures job descriptions are accurate. Assists with updates as needed to meet standards. Responsible for the preparation of job postings, advertisements and applicant review. Maintains organizational charts, headcount and other monthly reports. Files reports on wages and salary, AA/EEO compliance, labor turnover, compensable injury, work hours, absenteeism, unemployment, etc. Prepares reports according to federal, state and local regulations; keeps records in compliance with regulatory agency requirements. Assists with recruiting activities and ensures that qualified employees are recruited, screened, hired in accordance with organization policy and procedures. Assists with the screening of applications and coordinating appointments with applicants along with pre-employment background screenings and preparation of offer letters. Monitors the time and attendance, vacation and personal time accrual, and answers employee questions. Responds to inquiries from outside sources, such as unemployment claims, employment verifications and withholdings or liens to employee payroll. Contributes to the organization's employee recognition and retention efforts. Provides support and insight on issues related to company initiatives, policy, compliance, compensation, employee performance and discipline. Other duties as needed and assigned. Job Specifications:1. Bachelor’s Degree in Human Resources and two years’ experience.2. Advanced knowledge and experience with full cycle recruitment and employee onboarding.3. Demonstrated success in recruitment, workforce development and community outreach.4. Experience in supporting affirmative action plans to ensure compliance.5. Experience with Human Resource management software as well as Microsoft and Google suites.6. Valid driver’s license and ability to travel within the arrowhead region.7. Ability to organize multiple responsibilities at once, requiring time management and reporting skills, and proven ability to achieve assigned deadlines.8. Strong commitment to collaboration with team members, organizational leadership and external stakeholders.9. Ability to work with people of different abilities, ages, cultures and ethnicities.10. Exceptional critical thinking and problem solving skills.11. Minnesota Department of Human Services background study clearance.Today, DRCC serves more than 400 individuals throughout northeastern Minnesota.
