About Mobile Loaves & Fishes Mobile Loaves & Fishes (MLF) is a social outreach ministry that has been empowering communities into a lifestyle of service with the homeless since 1998. Founded in Austin, Texas, the organization serves its homeless neighbors through three core programs: Truck Ministry, Community First! Village, and Community Works. Often referred to as the most talked about neighborhood in Austin, Community First! Village is a 51-acre master planned development that provides affordable, permanent housing and a supportive community for men and women coming out of chronic homelessness. We are now embarking on a new phase of community expansion, adding more than 1400 new neighbors over the next 5-10 years. About the role The Manager of People Operations is an integral part of the Mobile Loaves & Fishes' People team working in collaboration across the organization to support and empower employees. The Manager of People Operations is the first point of contact for several essential human resources strategies and functions related to talent acquisition, benefits and payroll, employee administration and engagement. This is a full-time, exempt position reporting to the Director of People. Due to the nature and requirements of the position, hours are somewhat flexible to fit needs, but typically include in office, 8 am-5 pm Monday through Friday. Some nights and weekends will be required. The People Operations Manager will office at Community First! Village located at 9301 Hog Eye Road, Austin, TX 78724. Duties & Responsibilities Talent Acquisition Source and build a talent pipeline to identify qualified candidates through a number of creative outlets (applications, job boards, employee referrals, networking groups, careers page) Recommend and implement new channels to attract quality candidates and continue to cultivate relationships with potential future candidates Manage the Applicant Tracking System and job posting process Partner with Hiring Managers to draft job descriptions and create effective recruitment strategies Ensure a smooth and positive candidate experience by providing timely follow-up and feedback Facilitate the hiring, pre-employment screenings and HRIS onboarding processes Prepare reports for leadership related to all talent acquisition activities Benefits & Payroll Administer benefit plans, including new hire enrollment, change reporting, wellness initiatives, open enrollment processes, benefit orientations, cost reconciliations, audits and census completions Execute all payroll-related processes, including time sheets, taxes, employee and vendor communications Create payroll and benefit reports for leadership, accounting and external requirements Manage the employees' leaves and absences processes Respond to queries from employees, external parties, compliance and taxing agencies Employee Administration & Engagement Assist with the implementation and administration of personnel policies and procedures for MLF and recommend new approaches to continually improve the People team Maintain human resource information system files, personnel records and other required documents Remain current on and facilitate compliance with all employment law and legislation Participate with development and execution of employee engagement events, to promote a high-performing, inclusive and mission-driven culture Develop engaging and informative employee communications designed to keep employees and leaders up to date about People initiatives Participate in creation and launch of a People intranet site to improve employee engagement by providing and maintaining a robust and current communications channel, knowledge management tool and collaboration platform Knowledge, Skills, Abilities & Principles MLF is a faith-based organization whose ideals and philosophy come directly from the Gospel of Jesus Christ. Commitment to serving those who have experienced homelessness and a personal alignment with MLF's vision, mission, core values, and goals Ability to tactfully manage complicated relationships, to work positively in stressful situations, and to effectively resolve problems using judgment that is consistent with MLF's values and culture Knowledge of appropriate laws pertaining to employment, payroll, benefits, and other related human resources disciplines Possess exceptional integrity - can be relied upon to act ethically and with a high level of confidentiality Ability to professionally and effectively interface with all levels of the organization Highly skilled in verbal and written communications Excellent problem-solving skills, strong organizational skills, and detail-oriented Confident and skilled in a variety of software programs (e.g., Excel, Word, Google Workplace, and various HRIS platforms) Education & Experience Bachelor's degree in Human Resources or related field is required Must have a minimum of eight (8) years of human resources experience, with direct payroll, benefit and recruiting experiences required Supervisory experience strongly preferred SHRM-SCP or SPHR highly desired Work Environment & Physical Demands Prolonged periods of sitting/standing at a desk and working on a computer Must be able to lift 15 pounds at times Must be able to frequently move around all phases of Community First!
