Global Anti-Terrorism Assistance (GATA) Border Control Management Instructor

GATA, a US Department of State (DOS), Bureau of Diplomatic Security, Office of Antiterrorism Assistance (DS/T/ATA) contract, assists foreign partners in developing the capability for anti-terrorism planning, coordination, and commitment to support U.S. counterterrorism objectives. ATA fosters cooperative efforts between U.S. law enforcement agencies and those of foreign partners to prevent future terrorist attacks and manage their consequences. ATA provides training, assistance, and equipment to increase foreign partners' capabilities to prevent, interdict, and investigate acts of terrorism. ATA also advances U.S. foreign policy goals by strengthening bilateral relationships and increasing respect for human rights by sharing modern, humane, and effective antiterrorism techniques. Lead Instructor Mandatory Qualifications: Bachelor's degree or equivalent work experience. Three (3) years of professional work experience may be substituted for one (1) year of education. A maximum of two (2) years of college may be substituted with work experience. Ten (10) years of border control and/or port of entry enforcement operational experience that includes five (5) years of specialized experience in supervising, leading, planning, and conducting operational activities in the customs or border patrol disciplines. This experience should consist of: Managing the processing and screening, of persons and goods transiting all borders and ports of entry into or out of countries but primarily the land border. Managing the investigation of violations of law related to the processing of persons and goods transiting all types of border areas and ports of entry. Experience in supervising or leading, planning, and conducting operational or enforcement activities in the border control or customs disciplines. Graduate of any state or federal law enforcement academy or institution. Must have taught two iterations of the BCM course for DS/T/ATA as a staff instructor. Note: United States land border security agencies past and present are: S. Customs Service (USCS), U.S. Border Patrol (USBP), Customs and Border Protection (CBP), Homeland Security Investigations (HSI), and Immigration & Customs Enforcement (ICE). Staff Instructor Mandatory Qualifications: Bachelor's degree or equivalent work experience. Three (3) years of professional work experience may be substituted for one (1) year of education. A maximum of three (3) years of college may be substituted with work experience. Eight (8) years of border control and/or port of entry enforcement operational experience. This experience must consist of: Managing the processing and screening of persons and goods transiting all borders and ports of entry into or out of countries but primarily the land border. Managing investigations of violations of law related to the processing of persons and goods transiting all types of border areas and ports of entry. Graduate of any state or federal law enforcement academy or institution.
