BACKGROUND The National Oceanic and Atmospheric Administration (NOAA)National Weather Service (NWS) provides weather, hydrologic, and climate forecasts andwarnings for the United States, its territories, adjacent waters and ocean areas, for theprotection of life and property and the enhancement of the national economy.As part of this mission, the NWS Pacific Region (PR) Systems Operations Division (SOD)provides facilities support and maintenance for 12 offices in Hawaii, Guam, American Samoaand Micronesia. In addition to normal building, housing and grounds maintenance, SODmaintains, repairs and provides construction support for weather observation and datacollection equipment needed for daily weather forecasting and warning operations.SOD currently has one facility engineering chief/supervisor and three facilities engineeringtechnicians (FET) to accomplish the work for the entire region. Based on the currentworkload/projects and backlog of work, this is not enough resources to accomplish allnecessary work to keep operations within the region running. SOD requires one additionalfacilities journeyman to complete its backlog of facilities work.Position: Facilities Maintenance TechnicianJob Types: Full-time,Contract Location: The National Oceanic and Atmospheric Administration (NOAA)Schedule: 40 h/ week2. SCOPE The NWS PR SOD requires contract technical services by a facilities journeyman.This is a full-time position. The contractor will report to the NWS PR FacilitiesEngineering Chief located at the Daniel K. Inouye Regional Center on Ford Island at 1845Wasp Boulevard, Bldg. #176 Honolulu, Hawaii 96818. The contractor will be assigned towork with the three existing FETs in teams to execute NWS projects.3. TASKS3.1Provide station/office inspections and identify maintenance repair problems.3.2Repair and maintain weather service towers and supporting equipment.3.3Provide labor related tasks such as fixing access flooring, assembling modular systemsfurniture and mounting related office equipment for office furniture.3.4Provide landscaping maintenance cutting and maintaining trees, shrubs, bushes and grassat PTWC along with miscellaneous landscaping duties.3.5Provide labor related tasks such as demolition, lifting, moving, hauling carrying,palletizing, transporting and shipping of materials and equipment.3.6Complete basic carpentry tasks such as framing, drywall and cabinetry.3.7Complete basic electrical tasks such as electrical wiring, replacing electrical fixtures, poweroutlets, measuring current and voltage.3.8Assist in erecting and building structures such as towers, rain gauges, enclosures and windsensors.3.9Provide preventative maintenance on air-conditioning, closed-circuit television, securitycameras and miscellaneous security monitoring devices.3.10Repair and maintain roofs and roofing systems.3.11Provide reports, cost estimates and conduct market research on facilities-related work andmaterial. 3.12Deliver supplies, move items to and from storage and haul rubbish.3.13Conduct Uninterruptible Power Supply (UPS) maintenance, which includes removal &installation of UPS equipment and batteries.3.14Any other labor and facilities related tasks or duties as assigned.4. REQUIRED EXPERIENCE, SKILLS AND COMPETENCIES4.1Candidate shall have minimum 5 years of experience with basic plumbing tasks such asplumbing sinks, disposals, sweating copper piping, installing sewer and vent connections.Familiar with reading plumbing piping plans and plumbing isometrics4.2Candidate shall have minimum 5 years of experience with basic masonry tasks such asconcrete framing, rebar bending, mixing, pouring, floating and finishing concrete.4.3Candidate shall have minimum 5 years of experience with labor tasks involving painting,applying, installing and removing: roofing, carpet, vinyl flooring, laminate, wood and accessflooring.4.4Shall be familiar with producing hazard manifests for disposal of hazardous materials.4.5Develop, write, and edit material for reports, manuals, briefs, proposals, instructions, andrelated technical and administrative publications concerned with work methods andprocedures, and installation, operation, and maintenance.4.6Able to lift 50 pounds (unassisted) and carry it a minimum distance of 50 feet.4.7Able and willing to climb Rohn equipment towers (and similar), and to assist in spotting aclimber. Climbing at heights is a requirement for this position.4.8Experience with power tools such as power saws, power drills, cement mixers, chain saws,etc. Candidate shall demonstrate experience by showing their capability through performance.4.9Experience in operating machinery such as forklifts, jackhammers, vibrating tampers,chipping guns, backhoes, front end loaders, excavators, breakers, bucket trucks, etc. Candidateshall demonstrate experience by showing their capability through performance.4.10Experience driving large trucks and trailers, etc. (A commercial driver's license is notrequired). Candidate shall demonstrate experience by showing their capability throughperformance.4.11Experience with carpentry, rough framing, finish cabinetry, ceilings, walls and floors.Candidate shall demonstrate experience by showing their capability through performance.4.12Experience with layout of masonry work, concrete framing, rebar bending, mixing,pouring and finishing concrete. Candidate shall demonstrate experience by showing theircapability through performance. 4.13Experience reading and understanding construction andengineering plans and documentation. Experience doing take-offs and cost estimating.Candidate shall demonstrate experience by showing their capability through performance.4.14Experience working on electrical wiring, panels, batteries, replacing ballasts, light fixturesand electrical outlets. Experience reading wiring diagrams, one-line drawings, panelschedules and understanding of basic electric circuitry. Candidate shall demonstrateexperience by showing their capability through performance.4.15Able to articulate and be the lead in running construction projects, ordering, staging,planning, shipping, organizing and leading in a journeyman capacity.4.16Experience with hazardous material handling and disposal. Candidate shall demonstrateexperience by showing their capability through performance5. PERSONNEL CERTIFICATION REQUIREMENTS5.1The personnel shall be certified in operating a fork lift.5.2The personnel shall have current climbing certification (within 2 years) for 30-foot tallRohn towers to assist in climbing, spotting and rescuing a fellow climber. Candidate shall berequired to work at heights of 30-50 feet, with proper personal protective equipment.5.3The personnel shall be required to complete NOAA IT security training, NOAA safety andenvironmental training, Warehouse safety, and Hazardous Communications training.6. GENERAL INFORMATION6.1 Period of performance: One (1) one-year Base period with four (4) one-year Optionperiods.6.2 Place of performance: NOAA Daniel K. Inouye Regional Center (IRC), Honolulu, HI,1845 Wasp Blvd, Bldg. 130, Honolulu, HI 968186.3 Hours of operation: full-time contract - eight (8) hours per day, five (5) days per weekfrom 7:00 a.m. to 3:30 p.m.6.4 Security: personnel shall have successfully completed all required suitability and securityprocessing prior to entering the Government's facility. Additionally, Contractor personnelworking in any DOC facility for more than 180 days must complete Personal IdentityVerification (PIV) Request Forms, Security Coversheet, fingerprint card, and positionsensitivity checklist. This information will be provided by the Government COR in accordancewith Homeland Security Policy Directive- 12 (HSPD- 12), personnel shall adhere to allsecurity requirements established at the facility6.5 Travel:6.5.1Travel is anticipated and authorized. Travel will be coordinated through the COR. Travelcosts authorized under this contract shall be reimbursed at cost and in accordance with theFederal Travel Regulation (www.gsa.gov/ftr). Any travel conducted prior to the receipt ofproper written authorization from the Contracting Officer, will be done at the Contractor'sown risk and expense.6.5.2Candidate shall be willing to travel internationally for a minimum of up to 2-3 weeks toareas such as Micronesia, Marshall Islands, American Samoa, Guam, Palau and Saipan.6.5.3Candidate shall be willing to travel locally throughout the Hawaiian Island chain forperiods of a minimum of up to 2-3 weeks.6.6 Other direct costs:6.6.1Candidate shall from time to time need to purchase supplies, and materials to completethe work. Candidate shall provide means to purchase up to a limit of $5,000 for supplies andmaterials and will be reimbursed by the NWS.6.6.2Candidate shall monitor expenditures and request prior COR approval for purchases
