PRIMARY PURPOSE : The Human Resources Generalist performs a wide variety of tasks in all aspects of Human Resources to: enhance selection, development and retention of employees; support departmental and Credit Union programs and initiatives that further the Credit Union's effort to achieve strategic goals; ensure accurate and consistent administration of compensation, benefits and employment policies and employment laws; prepare and analyze HR reports; and assume responsibility for on-boarding, off-boarding, employee relations and performance management. This position also assists in the development, implementation, and distribution of employee policies and procedures; acts in an advisory capacity to manages and team members on matters relating to employment policies, procedures, and systems. Performs routine clerical work, which includes preparing reports and documents for the Vice President of People and Culture and the Assistant Vice President of Human Resources. ESSENTIAL DUTIES : Processes payroll completes payroll audit, and updates electronic and employee files as needed. Performs quarterly and year end compensation process and deadlines accurately and in a timely manner. Administers and maintains the Human Resources Information System (HRIS); verifies and processes data and pay changes; coordinates system updates and maintenance. Makes recommendations on process improvements and efficient administration of HRIS and HRIS generated reports. Coordinates new hire dates with other departments. Creates, updates, and delivers new hire onboarding and orientation processes and paperwork in a positive, inspiring and engaging manner. Collects all necessary new hire paperwork and completes associated data entry into human resource systems. Manages the off-boarding process by preparing and delivering termination documents, collecting Credit Union equipment, reviewing mandatory State/Federal notices prepares, and conducting exit interviews. Assists in recruiting and selection initiatives for both internal and external candidates. This may include application reviews, candidate screening and interviewing, running background checks and credit history reports, making recommendations on the selection of candidates, distributing adverse and pre-adverse action notifications, and extending offers of employment. Completes employee benefit administrative duties by working in coordination with the Credit Union's third-party benefit administrator to process benefit enrollments/changes, update employee benefit plan records, and ensure policy compliance. Assists in the preparation and distribution of materials and communications for employees relative to all benefit programs. Performs various administrative tasks for the 401(k) program. Supports and administers functions associated with the tuition assistance program. Administers the leave of absence policy, works with employees, managers, and HR staff to coordinate all aspects of leaves, coordinates communication relative to leave requests, approvals and returns to work, and maintains leave records. Maintains all personnel files to ensure all records are accurate, up-to-date, and confidential. Acts as a resource to all employees on human resource questions or concerns. Acts in an advisory capacity to team members and management team members with respect to team member inquiries, interpretation/clarification of employment policies, procedures, and systems. Assists with and provides support and information for the completion of various forms and other documents related to the administration of benefit programs. Uses information gained in this role and through professional development webinars, seminars, conferences, and education to make enhancement recommendations and create communications, programs, policies, and procedures. Ensures timely processing of disability and worker's compensation insurance claims. Works directly with employees and claims representatives to represent the best interest of the Credit Union and ensure proper care for employees. Understands all departmental policies and procedures. Adheres to and follows all such polices and procedures in all activities. Responsible for updating policies and procedures in accordance with employment law changes, best practices, and Credit Union changes. Responsible for identifying potential changes to policies and procedures that improve efficiency or accuracy of work product and processes and communicates recommendations to the human resources leadership team. Shows respect and sensitivity for cultural differences and promotes a work environment free of harassment of any type. Treats people with respect; keeps commitments, inspires the trust of others; works ethically and with integrity; upholds organizational values (vision, mission and core values); accepts responsibility for own actions and departmental staff. Always exhibits and practices a high degree of confidentiality and sensitivity to the personal information of all employees. Reviews, researchers, and completes/provides information for the completion of various surveys and reports related to workforce management, compensation, benefits, and regulatory/government reports. Develops, distributes, and reports on various internal metrics relative to human resources. Engages in the investigation and analysis of questionable data or inaccurate information and provides reports on findings. Participates and assists in the development and implementation of departmental goals, objectives, and strategies. Collaborates with other departmental staff and makes recommendations to increase efficiencies and improve the general departmental operations relative to the quality of service provided to team members and applicants. Updates and maintains a deep understanding of human resource related systems and general knowledge of Credit Union systems as they relate to the employee and payroll files. Assumes responsibility for HR functions in the absence of other staff members and in overload and time sensitive situations. Exhibits strong communication skills with all internal and external stakeholders. This includes effective and appropriate responses to team members, vendors, and applicants. Maintains regular contact with other departments to obtain and convey information. Responds to all situations calmly and effectively ranging from routine and emergency. Exhibits timely and clear communication skills in all verbal and written communication. Performs other functions and duties as assigned, at the discretion of Credit Union leadership. Prepares and assists in the preparation of human resources communications. Assists in planning and hosting CBC employee engagement and recognition activities, parties and in-service training events. Performs assigned administrative functions to support employment, employee relations and benefit administration functions. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES : Must maintain up-to-date knowledge and understanding of employment and payroll laws and regulations related to duties and responsibilities and make recommendations to assure the Credit Union's compliance and effective and efficient administration of policies, processes, and procedures. This includes, but is not limited to, local, State and Federal employment laws/regulations, COBRA, HIPPA, FMLA, PDL, CFRA, ADA, PFL, state disability, unemployment insurance, ADA, EEOC, OSHA, payroll, communicable disease management, etc., and how they interact with each other. Ability to have productive and positive professional relationships with staff, members of the leadership team, outside agencies, auditors, and vendors. Must be proficient in processing payroll. Excellent organizational and time management skills. This includes adherence to strict deadlines and to function effectively under heavy workloads during peak periods. Capacity to identify and apply technological solutions to meet business requirements of the depart. Ability to handle multiple tasks and interruptions at once and to work effectively within a team or self-directed model. Proficient computer skills including, but not limited to, Microsoft products (Word, Excel, Outlook and PowerPoint) Proficient keyboarding skills to meet production needs of the position. Minimum keystroke requirement of 40 wpm. Strong verbal, written, and interpersonal communication skills with the ability to apply good sense and sound judgment to carry out instructions, instruct others, troubleshoot, train personnel, read, analyze, and interpret documents and professional journals, understand procedures, write reports, correspondence, and procedures, speak clearly, and provide good reasons for decisions and actions. Writing skills to include proper grammar, sentence structure and Must also be able to proof and edit own work. The ability to work with minimal supervision while performing duties. Possesses strong presentation skills to communicate information professionally and effectively for reports, presentations, and webinars/seminars on employment laws, policies, procedures, benefit programs and assigned duties one-on-one and to a large group of employees. Maintains a superior attention to detail to ensure accuracy in all activities performed and produce quality work. Knowledge of HR Information System(s). Knowledge of PPO and HMO medical insurance and flexible spending accounts and the laws that govern these Knowledge of 401(k) retirement programs and the laws that govern 401(k) plans. Proficient knowledge of legal requirements, government reporting regulations and processes affecting human resources functions (e.g., subpoenas, state earnings/benefits withholding, OSHA, worker's compensation, ). Knowledge of BSA/AML/OFAC regulations as they apply to this role. Must complete annual required training and ensure adherence to all regulatory requirements including annual and role specific training. Ability to take accurate notes during training and to retain the information for future Ability to determine the urgency of assigned duties and prioritize work in order to complete tasks within assigned time frames. Ability to listen with empathy and remain neutral when confronted with a problem or sensitive Ability to recognize when to involve immediate supervisor and above. EDUCATION and/or EXPERIENCE : Bachelor's degree from a four-year college or university. Emphasis in Human Resources or Organizational Development preferred or Society of Human Resources certification (SHRM) or Professional Human Resources certification (PHR).Minimum of two years of related work experience. Prior payroll processing and HRIS experience a must. SUPERVISORY RESPONSIBILITIES : This position has no supervisory responsibilities. PHYSICAL REQUIREMENTS : The physical demands described below are representative of those that must be met by an employee to successfully perform the essential duties of this job. While performing the duties of this job, the employee is frequently required to sit and occasionally required to stand and walk. Also requires frequent use of both hands for keyboarding, writing, scanning, filing, etc. WORK ENVIRONMENT : Work area is a well-lighted, air-conditioned/heated indoor office setting with adequate ventilation. The noise level is moderate to noisy. WORK SCHEDULE : Workweek will be 40 hours and may include some overtime. Occasional attendance at meetings before or after scheduled hours may be required. Management reserves the right to change any employee's work schedule to meet the operational needs of the Credit Union. Furthermore, management reserves the right to reassign any employee, either temporarily or permanently, to work at another credit union location. TRAVEL : Minimal travel required, less than 5%.
