Job Title: Signal Technician Department: Public Works/ Streets Reports to: Traffic Manager FLSA Classification: Non- Exempt Effective Date: 03/05/2021 Job Summary: Performs complex maintenance and repairs to city owned street lights, making signs, creating street striping and markings . Work involves install, maintain, and repair traffic signal control equipment and devices . Works under close supervision, with minimal latitude for the use of initiative and independent judgment. Essential Job Functions: Note: This information is intended to be descriptive of the key responsibilities of the position. The list of essential functions below does not identify all duties performed by any single incumbent in this position. a. Performs electrical problems, program signal timing, maintain loop detectors and cameras. b. Creates dig foundation for new street sign poles or pipes. c. Evaluate conditions of street signs inside of city limits. d. Coordinates traffic investigations and street surveys. e. Maintain pavement markings on city-owned parking facilities and all city streets, including lane channelization, traffic hazards, school-pedestrian crosswalks, railroad crossings and delineations. f. Ensures all markings conform to good engineering practices and are in accordance with regulations and requirements. g. Close streets and detour traffic when necessary. h. Maintain accurate records of time and materials used in the maintenance and repair history of all electrical equipment. i. Performs related work and reports as assigned. Conditions of Employment: a. Applicant will be subject to a complete background investigation. Incomplete, inaccurate and/or failure to report information will cause the applicant rejection from consideration. b. Applicant must take and pass a pre-employment drug test administered by the City of Edinburg at the City's expense. c. Must have a current valid class "B" driver's license from the Texas Department of Public Safety with a satisfactory driving record. d. Class "B" Commercial Driver's License (CDL). e. Traffic Signal I Certification preferred. f. Bilingual English/Spanish Preferred. Required Education: High school diploma, G.E.D. or equivalency. Education Preference: Community college, vocational business, technical, or correspondence school certificates from IMSA (International Municipal Signal Association) are likely sources. Educational Substitute: Not Applicable Required Work Experience: Requires one (1) year experience in traffic signals, basic knowledge in the electrical field. Experience Preference: Three (3) years' experience in related fields. Supervisory Experience Requirement: Not Applicable Required Knowledge, Skills, & Abilities a. Requires a working knowledge of City and National electrical codes, and safety and accident prevention procedures. b. Work requires regular interaction involving exchange and receipt of information. c. Preforms the duty assignment after receiving detailed instructions as to methods, procedures, and desired end results with little room for deviation. d. Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization. e. Intermediate computer skills in a Microsoft Windows programs, database management, and record keeping. f. Skill in utilizing special electrical tools. g. Ability to read blueprints and schematics. Equipment Materials: General office and safety equipment/materials to include but not limited to the following: Personal computer Copier/Fax Machine Plotter/Stencil Cutter/Printer/Scanner Two-Way Radio Hand Tools/Heavy Equipment Bucket Truck Work Conditions: Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Physical Demands: The job has some significant hazards and physical demands are heavy. Duties involve continuous bending, lifting, digging, carrying, and walking, and/or using force equal to lifting 50-100 pounds. Mental Demands: While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret data, information and documents; use math and mathematical reasoning; perform detailed work, multiple tasks; work with constant interruptions; and interact with staff and the public.
