Job Summary Employee is responsible for overseeing the Sanitation Division which consists of brush collection, recycling, and all Residential and Commercial trash services. This position ensures that the solid waste operations are operated in accordance with all environmental, and transportation rules and regulations. Employee provides leadership and guidance to solid waste department for the proper collection, transportation, and disposal of solid waste to meet service demands for City of Weslaco residents. Employee is required to perform all similar or related duties. Essential Job Functions Supervises all solid waste services, including project planning, work priorities, customer service, and personnel issues. Provides leadership to assure that programs are in alignment with City of Weslaco priorities and goals. Oversees the pickup and transportation of large quantities of solid refuse collected throughout the City of Weslaco with the use of various equipment including side loader and front loader. Manages staff and hiring procedures; instructs and trains staff, monitors work, develops staff skills, and evaluates performance. Provide direction and leadership to the solid waste staff towards fulfilling department mission and city strategic plan. Review and approves all purchase requests for the sanitation division. Assure regulatory compliance with state (Texas Commission on Environmental Quality, TCEQ) and Federal agencies (Environmental Protection Agency, EPA) and compliance with all laws, policies, and safety standards. Receives inquires and complaints submitted by residents regarding their trash pickup services and ensures they are addressed and resolved. Communicates and coordinates with other City departments, contractors, and citizens regarding maintenance activities. Interprets and explains Federal and State rules and regulations; evaluates and analyzes policies and procedures, and recommends solutions. Prepares and reviews regulatory compliance reports for City management and external agencies. Attend meetings of the City Commission and other groups to provide information relating to solid waste services operations. Evaluate new solid waste management options, concepts and ideas and evaluate for applicability to the city. May be required to work extended hours on weekdays or weekends during and after natural disasters. Performs all similar or related duties as assigned. Minimum Qualifications & Requirements 4-year degree (Bachelor) 5 to 7 years related work experience Certification as a Municipal Solid Waste (MSW) Facility Supervisor from the Texas Commission on Environmental Quality. Must pass pre-employment background check and drug screen at City's expense. Must have a current valid class "C" CDL license and be insurable. Must successfully complete Emergency Management and Incident Command Training within first three months upon hire. Bilingual English/Spanish Preferred. Knowledge, Skills and Abilities Knowledge of safe and effective operation of equipment and machinery; knowledge of Sanitation collection division operations and the location of city streets. Employee must have the ability to make good judgment when making decisions regarding their regular job duties and be able to have the following mental functions: reading, simple math calculations, and withstanding moderate amounts of stress. Ability to utilize and comprehend maps depicting city streets and blocks, pay careful attention to details, may work under extreme weather conditions for long periods of time. Ability to recognize unsafe conditions to ensure employees safety. Proficient customer service skills, computer skills, and proficient oral and written communication skills. Working Conditions/Physical Demands The nature of duties may involve continuous presence, exposure of unpleasant or irritating elements. Work is continually performed outdoors, regardless of weather conditions. Work generally contains one or more constant elements of stress such as being on call for 24 hours or being under prolonged pressure during emergency situations. Mental stress is usually present in the form of being required to weigh completing and concurrent demands under deadline pressures. Physical Demands: Lifts, moves, carries up to 30 lbs. Hand and eye coordination with finger dexterity and motor coordination. Operates a motor vehicle, personal computer, and or other technical device.
