3rd Street Youth Center & Clinic is a community-based agency providing youth in the Bayview Hunters Point with medical and behavioral health services that encourage them to make decisions that support their health, safety and development. 3rd Street Youth Center & Clinic also manages a number of successful Transitional Age Youth (TAY) housing stabilization programs and one of the city's few Youth Access Points. The TAY Navigation Center provides a safe and affirming place for TAY individuals and services for them to stabilize and achieve their housing goals. The Navigation Center systems of support work in concert to assist TAY residents with public benefits, health services, problem solving, and housing, as available. The Navigation Center model is a low-barrier, harm reduction model. The Residential Program Manager is a key position and is responsible for running and operationalizing the 3rd Street TAY Navigation Center. Working in partnership and under the direction of the Residential Program Director, the Residential Operations Manager is primarily responsible for overall program and facility operations, leadership and team management, and delivery of services while ensuring adherence to Navigation Center policies. Duties & Responsibilities: The following is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the Residential Program Manager. Duties, responsibilities, and activities may change, or new ones may be assigned as needed. General Oversee the daily operations of the Navigation Center. Ensure quality provision of all direct services. Maintain focus on client needs, client satisfaction and results driven approach. Promptly and effectively address critical and emergency situations. Use problem solving for difficult issues and situations. Ensure staff and clients abide by the policies and procedures of the Navigation Center. Coordinate Community Calendar of events with vendors and visitors to provide engaging and productive activities to residents. Leadership & Team management Under direction of the Residential Program Director (RPD), support with oversight of 15 Program Monitors Participate in screening, interviews, and orientation of new employees. Onboard new employees and ensure all required trainings are completed. Ensure staff adhere and understand the shelter training manual. Motivate staff by providing leadership, guidance, and constructive feedback. Participate in appropriate on-going staff development and training. Enforce residential staff shift schedule, manage call outs including vacation and sick time-off, and flag any attendance issues for RPD and HR. Facilitate Navigation Center staff meetings and communicate essential information from upper management. Work evening and weekend shifts to meet program needs. Partners & Vendors Liaise with multiple vendors & partners (e.g. facilities, security, food, HSH, etc) to fulfill internal service requests. Assess vendor performance and notify RPD when quality of service delivery issues arise. Education & Experience: Bachelor's degree in Social Services, Business Management, or related field or equivalent PLUS two years in a leadership and/or supervisory experience (e.g. a position with oversight of program and/or team) or an equivalent combination of education and experience preferred. Two years of experience working with the diversity of the homeless population, particularly with unhoused persons living on the streets of San Francisco or any other major city. Prior work experience with homelessness issues, preferably in shelter management or direct services. Physical demands: Prolonged periods sitting at a desk and working on a computerMust be able to lift up to 15 pounds at timesMust be able to work nights and weekendsMust have a valid CA Driver's License and eligible for auto insuranceThis position requires current CPR and First Aid certification or ability to get certification within 90 days. General info: This position is an exempt and full-time role. This position is based on-site at the TAY Navigation Center. This position reports to the Residential Program Director. Compensation and benefits: This position has a starting annual salary of $70,000 and commensurate with experience.
