ICMA is seeking a Program Manager to support research and programming equipping local government administrators with information about leading practices, policies, programs, and other strategies in areas such as management, service delivery, resiliency and livability, community and economic development, and more. The selected individual will join a small local government research and content team that develops research-based knowledge products and provides subject matter expertise to cross-cutting thought leadership efforts. The Program Manager reports to the Director of Research or Senior Program Managers. This position does not have supervisory authority. What You'll Do Research and Content Development Contribute to research briefs, reports, case studies, surveys, summaries, and other forms of content alone and in partnership with other ICMA staff, members, and academic or other third-party partners. Manage and contribute to project communications, including the development of website and social media content, presentations, newsletters, and other collateral. Respond to research inquiries from members and other stakeholders. Support the research and content development needs of ICMA business lines including membership, outreach, events and sponsorships, and technical assistance. Project/Financial Management Coordinate with research team staff on administrative and project management issues, e.g., timelines, meeting facilitation and support, travel, payments, reports, staffing, shipping, event planning, etc. Review and reconcile expense reports; prepare purchase orders and reimbursement requests, consulting agreements, scopes of work and other contract and procurement documents. May provide administrative support to and liaise with relevant ICMA member committees. Business and Proposal Development Participate in business development and proposal efforts, which includes conducting research, recruiting staff, collecting cost information, developing the cost proposal, editing/formatting resumes, drafting required proposal sections. What You Need To Be Successful In This Role Bachelor's Degree in public administration, planning, public policy, political science, or related discipline Three (3) to five (5) years applicable experience (may include graduate study, internships, and/or volunteer work) Preferred Qualifications Master's degree in related field or equivalent level of study Prior experience working for or with local governments Knowledge, Skills and Abilities (KSAs) Clear and effective written and oral communication skills Exceptional organizational, follow through, and time management skills Strong attention to detail Working knowledge about local government operations, structures, and policy issues Ability to work independently on multiple tasks and deadlines, adapt to changing constraints and priorities, and propose solutions to problems and challenges Interpersonal skills to build and work with cross-functional teams, members, and external partners in a decentralized office environment Strong proficiency in MS Office applications, especially Excel and Teams; familiarity with virtual communication platforms and with survey and statistical software Physical Requirements/Work Environment The work environment and physical demands described here are representative of those an employee encounters while performing the essential functions of this job. At this time, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST. Our office will remain operational and accessible for staff to use on a voluntary basis, subject to local COVID-19 guidelines.
