Department: Programs Reports to: Executive Director FLSA Status: Exempt Position Status : Regular, Full- Time Position Summary: The Associate Director supports the organization's mission of assisting women who are experiencing homelessness by managing all p rogramming 1) case management, 2) shelters (facilities and programs), 3) behavioral health, and 4) housing. This position supports the organization's Housing First service approach, ensuring best practices are housing-focused, person-centric, and trauma-informed. Principal Responsibilities and Essential Duties include, but are not limited to: Develops system and policies that assure the quality of and efficiency of services in alignment with Housing First principles, Trauma-Informed Care, Harm Reduction and other best practices. Develops, manages, monitors and reporting of all program b udgets, ensuring internal and external financial reports are timely, accurate and appropriately discreet; and approves expenditures and invoices, assures compliance with all program contracts. Contributes input and expertise as needed for new and/or specialized projects, including budget development. Leads the Program Management Team to plan, guide, and execute professional development plans and opportunities; sets clear, achievable, and measurable goals for individual performance and provides frequent and constructive feedback; holds staff accountable to them selves, the team, and organization. Ensures timeliness, accuracy, and usefulness of all program reporting including but not limited to senior staff, board of d irectors, government funders, and private foundations. Meets all fiscal reporting deadlines set forth by the organization and as dictated by contracts. Oversee the PMI and PMII, to ensure all documentation across all programs including assessments/intakes, housing and services plans and interactions with clients are remaining current and accurate. Manages the delivery of all services in the shelter, supporting the supervision of the behavioral health, case management, program lead, shift lead, and shelter staff teams. Provides supervision, direction, leadership and management for PM I, PM II, and the Behavioral Health Program Manager. Assures oversight of client records, including all mandated forms in accordance with agency policy, government policy, and HIPAA Maintains confidentiality of all privileged administrative and client information. Assure a safe, supportive, and organized environment within the shelter. Assures shelter guests follow all shelter community standards. Approves program check, reimbursement, and supply requests. Prepares reports and presentations as directed by the Executive Director. Provides support to Program Managers (PM I and PM II). Organizational Responsibilities: Maintains thorough understanding of organizational policies, including employee handbook; follows policies and leads by example. Participates in on-call manager rotation, fills-in as the on-call lead when necessary and provides on-call coverage for special projects, extenuating circumstances, and/or emergencies. In coordination with the program managers, hires, oversees, and terminates program staff. Collaborates and maintains good relationships with service providers, and their teams; helps troubleshoot and provide solutions problems that arise. Ensures the safety of shelter participants and staff by adhering to health and safety guidelines and regulations, including COVID-19, fire drills, ; participates in the safety committee to ensure all requirements are met. Ensures program leadership team keeps training up to date. Builds and maintains organizational effectiveness. Manages payroll submission for self and all direct reports in compliance with organizational policies, including timely submission of payroll for processing and arranging appropriate coverage of payroll obligations while out of office. Non-essential duties: Assists with other activities as directed. Supervision Received: Position reports to the Executive Director. Supervision Exercised: Directly supervises Program Manager I, Program Manager II, and Behavioral Health Program Manager. Supports the supervision of the case management team, the program leads and their supervision of shift leads and shelter staff. Educational Qualifications : Bachelor's degree in social work, business or other related field and five or more years of professional experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above. Position Qualifications: Proven experience in recruiting, retaining, and leading dynamic and talented people to build successful teams. Proven experience in successfully managing teams, including the ability to set and achieve individual and departmental goals, and mentor and manage performance of direct reports . Demonstrated ability to work effectively in teams and create effective and engaged cross-team alignments. Demonstrated familiarity with standard office administrative practices and procedures, including the proficient use of office equipment and records management principles and practices. Demonstrated proficiency with Microsoft Office suite, with superior Excel skills. Demonstrated ability to learn, understand, and utilize computer applications related to the organization, including Homeless Management Information System (HMIS). Demonstrated proficiency with business arithmetic and basic statistical techniques. Commitment to maintain confidentiality and a high degree of Ability to take initiative and use independent judgment within established policy and procedural guidelines. Strong self-motivation and independence in carrying out responsibilities, organizing and prioritizing multiple tasks, and meeting deadlines. Excellent interpersonal, presentation, relationship-building, and communication skills - both written and verbal - which transcend diverse audiences. Demonstrated ability to provide consistent, high-quality professional services to a wide variety of internal and external constituents. Demonstrated ability to maintain a professional demeanor, especially while working in a fast-paced environment of constant demands and frequent interruptions. Demonstrated ability to work effectively with people of diverse backgrounds and promote a positive working environment, spirit of cooperation, and positive reactions to change and conflict resolution. Knowledge, appreciation for and understanding of the organization's mission, vision, values and programs. Ability to embody the community-oriented spirit of the organization to internal and external constituents. Physical Requirements: Long periods of being in a stationary position; operating a computer and other office equipment; frequently moving to/from various work areas, including TSW's office and shelter locations; occasionally ascending/descending stairs; frequently communicating by phone and email; discerning meeting content, expressing oneself, and exchanging accurate information; frequently moving to/from off-site meeting and/or event locations; occasionally move supplies and/or equipment weighing up to 25 pounds. Working Conditions: Primary location in typical business office environment, with frequent meetings and event attendance in shelters and other off-site locations. Covid-19: Proof of vaccination needed upon employment. If unvaccinated, weekly tests must be completed at the employee's expense.
