Title : Construction Estimator Location: Joint Base Lewis-McChord, WA Status: Full-Time Travel: Local/Regional Salary : $107,200-$145,660 Position Summary: Assists in performing accurate, detailed quantity take-offs and pricing in architectural, electrical, civil/structural, and mechanical disciplines using a computerized estimating program for IDIQ contracts, Design/Build Contracts, and Bid Build Projects. May perform project management duties or other duties similar in nature. Duties/Responsibilities : Arrange and coordinate subcontractor pre-proposal site visits. Develop preliminary approximations of types of materials to be used and basic quantity count. Work with staff to ensure they have all the proper documentation during peach phase of the bidding process. Assist in the development of will bid list and tracking matrix. Provide request to bid to subcontractors. Help with the assembly of bid packages and ensure delivery to subcontractors promptly. Assist in preparing estimates for each project or delivery order based on RFP/Gov statement of work, technical specifications and drawings or sketches. Attend pre-issuance site visits to determine existing conditions and client needs. Help maintain database of proposal records. Assist with growth of IPWP's work break down packages. Ensure adequate subcontractor coverage per JOC 2.1 for each IPWP. Promotes Value Engineering (VE) as a continual process and act as a resource for implementing best practices to optimize the outcome of all VE efforts. Determine the most cost-effective material that correspond to project drawings and specifications. Review and verify that scope of work includes all necessary materials and supplies, and excludes unnecessary items. Assist in setting up bid sheets and summary sheets. Identify all work items on each job order and estimate quantities of each item. Contribute to meeting project performance metrics for timely completion of material takeoffs, enter line items into on-site computer containing the Unit Price Book software. Develop pricing for non-scheduled line items. Solicit detailed proposal information from at least 3 vendors and/or subcontractors with all supporting documentation on equipment, material and labor costs for materials or equipment not covered in an industry standard manual or for work to be performed by subcontractors. Evaluate vendor and subcontractor proposals to confirm compliance with scope of work; negotiate delivery order subcontractor agreements based upon this information. Ensure compliance with Health, Safety, Environment and Quality (HSEQ) guidelines and procedures along with all local requirements (OSHA, USACE EM385.1.1, etc.). Responsible for notifying supervisor if an HSEQ infraction is observed. Responsible for driving between project sites that are often miles apart or miles from the assigned office location. Must have an Uncompromising Commitment to Safety . Other duties as assigned. Minimum Requirements: Minimum of Eight (8) years of documented work experience estimating construction work in multiple construction disciplines with no less than (3) of the eight (8) years of experience utilizing commercially developed construction pricing guides. Bachelor's degree in Construction Management, Engineering, or related filed. Good understanding of principles, methods, and techniques of Engineering. Proficient with cost estimating software, RS Means, Bluebeam or similar software. Familiar with detailed fixed price estimates; has the ability to use RS Means or other published unit price books to produce detailed line items estimates. Familiar with construction means and methods. Strong verbal and written communication skills, to include clear, concise, and professional presentation of information. Ability to manage all resources, to include vendors, subcontractors, time and more, as well as prioritizing tasks to meet tight deadlines and successfully deliver high-quality projects. Ability to work well in a team environment. RS Means line item estimating a plus. Working Environment: Performance of the required job duties will be in an office environment along with visits to sites that are under construction which may include various weather conditions. Physical Demands: The ability to walk terrain and surfaces that may be far, uneven, or temporary. The ability to regularly sit, stand, walk, talk, and hear. The ability to frequently use hands to finger, handle or feel. The ability to occasionally climb, balance, stoop, kneel, squat, or reach. The ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
