SUMMARY: The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) duties include but are not limited to the following ESSENTIAL JOB FUNCTIONS: Demonstrates competence related to the understanding and application of City of Celina Core Values. Repairs and maintains City's municipal stormwater drainage system; sets up proper barricades and traffic control at work sites to warn traffic of work hazards. Performs installation, maintenance and repair tasks on various structures, i.e., drainage pipes, headwalls curb inlets, grate inlets, culverts, flumes, sidewalks, driveways Operates trucks (heavy equipment); loads, hauls, and unloads dirt, sand, asphalt, and other materials. Maintain flow lines in creeks, stormwater channels, clean inlets and install stormwater pipe. Cuts, collects, and disposes of tree limbs, weeds, trash, litter, debris, and bulk items. Sands streets and participates in ice control activities. Inspects work in progress and at completion for compliance with applicable policies, procedures, plans, specifications, and standards of quality and safety. Monitors employees operating equipment to prevent damage to other utility lines while digging. Answers emergency calls from the public and other agencies taking appropriate action such as storm drain blockage and other repairs to the components of the stormwater system. Collect debris from streets, greenbelts, right of ways, creeks, drainage ditches, debris separator, underpasses/overpasses, removes graffiti, performs bank stabilizations and site reconstruction within City's limits. Completes work orders on daily work assignments and activities as required. Organizes tools, equipment and supplies necessary to complete assignments. Inspects, cleans and maintains equipment, vehicles, and tools in safe operating order. Performs routine inspections of assigned areas to detect any necessary repairs or hazardous conditions. Maintains safety regulations including wearing appropriate clothing and using proper equipment and tools. OTHER DUTIES AND RESPONSIBILITIES: Must demonstrate safety consciousness for self and others while driving and working. Required to work on-call, evenings or weekends Travels to attend meetings and training Demonstrate a willingness to perform duties in a team environment. Ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action. Regular and consistent attendance for the assigned work hours Assist other departments throughout the city as well as other internal departments in Public Works. Proficient with working as an individual or as a team member The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds Performs other related duties as assigned. Willingness to cross train as needed for meeting departmental objectives. Prepares for severe weather, ice control, and storm damage Excellent time management skills and willingness to change assignments on an as needed basis with short notice. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of general maintenance and repair techniques for common tools and equipment used in general construction and maintenance work; and their basic safety precautions and procedures. Knowledge of the operation and maintenance of power and hand tools. Knowledge of safe handling techniques of hazardous chemicals and materials. Knowledge of City policies and procedures. Skill in following oral and written communications and directions. Skill in planning and organizing materials and supplies necessary to complete work orders or daily assignments Skill in operating assigned equipment, tools and vehicles Skill in resolving customer complaints and concerns Ability to maintain effective working relationships Ability to follow all City policies and procedures Ability to interpret a variety of instructions furnished by leadership team in written, oral, diagram, or schedule form. Self-motivated and positive attitude. Ability to establish and meet deadlines. MINIMUM QUALIFICATIONS: High school diploma or GED Must pass a pre-employment drug screen, criminal background check and MVR check Texas Class C Driver License PREFERENCES: Stormwater Maintenance Worker Qualifications: Entry Level and No Experience Required. Texas Class C driver's license Stormwater Maintenance Crewman Qualifications: 2 Years of experience in the repair and maintenance of roadways. Texas Class A CDL driver's license Stormwater Technician I Qualifications: 3 years of Experience in the repair and maintenance of roadways. Texas Class A CDL driver's license Stormwater Technician II Qualifications: 4 years of experience in the repair and maintenance of roadways. Texas Class A CDL driver's license WORKING CONDITIONS: Work is performed in an outdoor environment. May be subject to repetitive motion and heavy manual labor such as digging, repairing water/sewer lines, transporting, delivering and picking up debris, or other required equipment. Daily physical labor that includes extended periods of sitting, standing, bending, reaching, kneeling, entering enclosed spaces, climbing ladders, lifting heavy equipment, digging potholes, swinging a sledgehammer, driving a dump truck, operating other equipment and other similar physically exerting activities on a daily basis. May be exposed to moving traffic, extreme weather conditions, hazardous chemicals, fumes, heights, confined spaces, trenches, air and water borne pathogens, body fluids, infectious diseases, rodents and insects. May be confined to small spaces EQUIPMENT AND TOOLS UTILIZED: Equipment utilized includes personal computer, (Microsoft Office), copier, calculator, fax machine, and telephone and City vehicles. Other equipment utilized includes sledge hammer, shovel, dump truck, hand/power tools and equipment specific to area of assignment, ladders, testing equipment, generators, water pumps, and other industry related tools and equipment.
