Department: Equipment Services Reports to: Assistant City Manager Summary: Under general supervision, manages the activities of the Garage Supervisors and Fleet Coordinator and their subordinates within the Equipment Services Department (ESD); guides and prioritizes the usage, replacement, maintenance, and repair of all City duty vehicles, specialty vehicles, and heavy equipment; assures that all maintenance and safety standards are met. Serves as a mentor and coach to staff within Equipment Services to ensure vehicles are maintained in a safe and efficient manner. Prioritizes the work of staff and monitors expenditures for parts and outside labor. Essential duties and responsibilities may include, but are not limited to, the following: Plans and manages the usage, replacement, maintenance, and repair of City vehicles and equipment. Plans, organizes, coordinates and supervises the Garage Supervisors and Fleet Coordinator; applies independent judgment in defining and assigning projects, work methods, techniques, and procedures. Serves as advisor on fleet management issues; evaluates and analyzes technical issues, interprets City policies, and advises on specialized areas of technical expertise. Develops and implements written departmental procedures, facilitates the training of staff through supervisors. Establishes performance criteria for staff and establishes work priorities, goals, objectives and schedules. Evaluates the adequacy and effectiveness of current Fleet Services programs and operations; implements improvements in policies, procedures, and operations, and implements change as needed. Pursues warranties that are applicable and can be implemented in order to minimize repair expenditures. Manages the City's compliance with TCEQ regulations and environmental issues related to the City's fleet and maintenance facility. Inspects vehicle and equipment fleet; develops and manages preventive maintenance programs; monitors work sites to assure that safety rules and regulations are followed, and that the work zones and equipment are in safe operating condition; reports and resolves safety and security issues, accidents, and injuries. Must have a cell phone for City use to hold this position. Assist and recommends the purchasing of equipment maintenance parts and materials as necessary; oversee the fabrication of needed parts and equipment, as necessary. Recommend maintenance of the assigned fleet maintenance facility and keep records of repair. Documents equipment failures and addresses with the Director and vendor for correction. Evaluates any work that must be outsourced and is the final decision of sending work to outside vendors. Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. Minimum Qualifications: Education, Training and Experience Guidelines : Bachelor's Degree in Business or Public Administration; OR five (5) years of experience managing government operations and projects with 5 years supervisory experience in an automotive maintenance repair environment. Applicants with Fleet experience will be given preference. Consideration may be given to an equivalent combination of education and experience. Knowledge of: Principles and practices of public sector administrative management, including cost accounting, budgeting, purchasing, contract management, customer service, and employee supervision. Techniques and practices for efficient and cost effective management of resources. Current business practices and methods for efficient delivery of equipment maintenance services. Theory, principles, and practices of vehicle fleet cost control and preventive maintenance programs. Federal and state safety rules and regulations, including OSHA requirements. Environmentally responsible and resource-efficient maintenance techniques. In depth knowledge of the maintenance, repair, replacement, diagnosis of all types fleet vehicles and equipment. Fleet management software Skill in: Analyzing fleet management problems, evaluating alternatives, and developing methods, procedures, and techniques for resolution of issues. Managing staff, delegating tasks and authority, and evaluating staff performance. Promoting and enforcing safe work practices. Analyzing City needs and prioritizing ESD programs to meet transportation and infrastructure strategies. Using initiative and independent judgment within established procedural guidelines. Assessing and prioritizing multiple tasks, projects and demands. Establishing and maintaining cooperative working relationships with co-workers. Operating a personal computer utilizing a variety of business and specialized software. Communicating effectively verbally and in writing. Conduct studies, prepare comprehensive reports, and determine cost-effective ways for conducting the assigned equipment maintenance operations. Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. License and certification requirements: A valid Texas State Driver's License is required. CDL license is recommended but not required.
