Job Function: TrellisWare is seeking a Contracts Management professional with significant Government contracting experience with the Department of Defense (DOD) and other U.S. Government agencies, and/or with commercial prime contractors. Reporting to the Senior Contracts Manager, the ideal candidate is self-motivated, creative and resourceful to meet the needs of a fast- growing, fast-paced company. Effective communication skills, written and oral, internal and external, are crucial. A successful candidate will demonstrate high integrity; values-based decision making, and a collaborative style and personality. Demonstrated expertise in establishing and supporting strong contractual relationships, and knowledge of commercial item sales to the Government and commercial prime contractors is critical. Essential Duties and Responsibilities: Negotiate, administer and manage various U.S. Government prime contracts, including cost-type, firm-fixed price, and IDIQ contracts for commercial product procurements and R&D work. Support the Government contract proposal process, beginning with the comprehensive review of the RFP or other customer request, providing advice to the proposal team regarding contract requirements and clauses, through the generation of proposal volumes and price support documentation. Participate in team reviews and peer review proposals for completeness, responsiveness, and accuracy. Review, interpret, recommend, and negotiate contractual terms and conditions in accordance with company policies and objectives, procurement regulations, and customer requirements. Advise management and internal customers of the risks and obligations of applicable procurement regulations, including the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and OTA Base Agreement terms and conditions, and negotiate subcontract flow downs. Perform intellectual property protection practices, including review of data deliverable markings and drafting of Government technical data/software rights assertions. Interface with Contracting Officers and DCAA/DCMA, create and maintain auditable contract files, and respond to Government audit requests. Monitor contract performance for compliance with terms and conditions and funding and work with appropriate personnel to resolve any issues. Draft contractual correspondence and documentation from pre award through contract closure. Support the Senior Contracts Manager to provide inter-department contract status reports to TrellisWare's Executive, Legal, Program Management, Operations, Finance, and Business Development departments. Performs other duties as assigned. Education and Work Experience: Bachelor's Degree in Business, Acquisition Management or another relevant field from an accredited college/university (or equivalent experience). Minimum 7 years of progressive experience in Government Contracting, commercial item sales, and the application, interpretation, and negotiation of FAR and DFARS regulations and contract clauses. Experienced in proposal stage activities and the negotiation and administration of high-dollar, multi-year, complex contracts. Proficiency with MS Office suite and a variety of electronic data base systems. To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: Knowledge/ Skills/ Abilities: Able to manage and prioritize multiple, concurrent, diversified responsibilities, operate independently, communicate with management and other company personnel as needed to manage expectations, and complete tasks in a timely manner. Strong writing skills across all formats: proposals, contracts, correspondence (formal and informal), and internal memos. Able to effectively communicate orally with a variety of audiences, including the ability to make presentations to management and customers. Balance company interests with customer desires; maintain positive relationships with internal and external customers. Flexibility to adjust to changing customer demands. Interest and expertise in understanding, developing, and defending contracting approaches within Government regulations. In depth knowledge of both the FAR and the DFARS. Understand and assert intellectual property rights to the U.S. Government, including drafting of data rights assertions. Strong writing skills in various formats: formal letters, proposals, email correspondence, and internal memos. Able to effectively communicate with a variety of audiences. Knowledge of U.S. export, domestic commercial UCC, and other regulations, delivery terms (UCC and INCOTERMS) and other domestic and international rules and regulations affecting the contracting process. Current, or ability to acquire, Secret or greater security clearance. Top Secret preferred. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Additional Requirements: U.S. Citizenship Required Security clearances may only be granted to U.S. citizens.
