PURPOSE OF POSITION The Infant Toddler Mental Health Specialist (ITMHS) is responsible for providing early childhood mental health consultation support to Head Start staff, children and families. The ITMHS will provide a broad range of services, including early childhood mental health consultation in classroom and through home visits; training and coaching staff; screening, assessment and referral services; promotion and marketing of group services; and providing parent trainings. The MHS will also collect data, maintain records and support compliance in all facets of Head Start Performance Standards and state regulations. Role and Responsibilities The duties of the position are described in the major functional areas listed below. Additional duties may be assigned. EXAMPLES OF SPECIFIC DUTIES-- ESSENTIAL JOB FUNCTIONS 1. General Classroom Observations, Consultation & Coaching (40%) · Visit each classroom at least once per month. · Provide child development information related to social-emotional development and mental health. · Provide guidance to staff on selecting, implementing and interpreting social­ emotional screening and assessment tools and findings. · Provide guidance and model developmentally appropriate activities for children and effective ways to work with and support young children. · Provide written and oral observations and strengths-based feedback to classrooms on an annual basis. · Meet with classroom teams to review classroom observations and develop and implement plans as needed. 2. Staff Training (10%) · Support, coordinate and provide staff trainings related to social-emotional and mental health issues at least once per quarter. 3. Programmatic Consultation (5%) · Participate in weekly staff team meetings. · Participate in the development and implementation of mental health program and policy. 4. Parent Training (5%) · Recruit participants for at least one parenting training per year. · Coordinate and facilitate parent training. 5. Individualized Child and Family-Centered Observations & Consultation (20%} · Conduct observations and assessments of individual children as assigned or referred for consultation. · Meet with families to consult on child and family needs and create or follow-up on plans to support these needs. 6. Individual Child Screening, Assessment & Referral (5%) · Conduct standardized developmental, behavioral and/or social-emotional screens and assessments for individualized children as assigned or referred for consultation. · Provide child and family referral and follow-up to community services. 7. Home Visiting (10%) · Conduct home visits to support the mental health needs of families and children. · Provide guidance and model developmentally appropriate activities for children and effective ways to work with and support young children. 8. Other (5%) · Participate in regular with Communication with Education Disabilities Coordinator, Coach, and Family Service Staff. · Contribute to federal, state and local reporting requirements. · As assigned; the scope of the job may change as necessitated by business demands. Recordkeeping · Maintains filing, tracking, and documentation systems as the Operations Manual outlines. · Maintains children's master files by following the guidelines and timelines set up by management staff in accordance with Head Start Performance Standards, Operations Manual, and Class A State Childcare Licensing.Performs Other Duties as Assigned by Supervisor Education and Experience · Licensed, preferably in Social Work, Psychology, Counseling or related field. · Minimum of 2 years direct experience in a mental health setting providing prevention services and/or mental health therapy to children and families. · Requirements for employment with Children's Coalition for Northeast Louisiana Head Start may differ from those required by the former grantee or a replacement grantee. If applicable federal, state, or local Head Start or childcare regulations, now or as amended in the future, contain additional requirements or qualifications for this position that are not explicitly stated in this Job Description, the requirements, and qualifications will apply, even if not explicitly outlined in this Job Description. · Bilingual preferred (English/Spanish or English and other languages present in the local area). · Acceptable tuberculosis screening results, a clear criminal records check (including a child abuse registry check if required by state regulations), and an initial health exam are required post-job offer and before employment. · To drive agency vehicles (if applicable), one must have a valid driver's license, be insurable by the Children's Coalition for Northeast Louisiana Head Start insurance carrier, and have a Motor Vehicle Record acceptable to Children's Coalition for Northeast Louisiana Head Start. · Must have reliable transportation and, if/when using own vehicle, must have minimum automobile coverage required by state of employment. · Proficient leadership skills · Self-directed and multi-task oriented · Ability to work as a team member and to support volunteer leaders' work. · Excellent oral and written communication skills · Proficiency in Microsoft Office - Word, Excel, Outlook Physical Demands and Working Conditions · May be required to lift to 40 pounds. · Will be required to perform physical activities to engage with toddlers/Infant including bending, squatting, getting down and up of the floor. · Travel by car, bus, airplane, or train may also be required to attend conferences, meetings, and other duties carried out at distant locations in and out of state, and in some cases, overnight travel may be required. · Some exposure to communicable diseases. · The noise level in the work environment may be moderate to loud. · Work is typically performed in a classroom, kitchen, or bus setting, and office work will be required. · Evenings and weekend work may occasionally be required for home visits, parent-teacher conferences, Parent Committee meetings, community, and social events.
