Job Title : Contracts and Records Analyst Department: Risk Management Reports To: Director - Enterprise Risk Management Pay Range : $80,496 - $107,224 Status: Full Time / Exempt Classification: Non-Bargaining Unit The basic requirement of every position is to perform all tasks as assigned. Duties and scope of position may change based on the needs of the CORE. This document does not create an employment contract, implied or otherwise. CORE employees must work safely in accordance with regulatory standards and requirements. Efficient and cooperative work is required of staff, which includes regular, dependable, punctual attendance except when required by law, and timely and accurate performance of duties. Position Summary : Reporting to the Director of Enterprise Risk Management, the Contracts and Records Analyst is responsible for the coordination and oversight necessary to facilitate the successful development, execution, and retention of contracts across the Cooperative. This activity will mainly involve working with both internal business partners and legal counsel to include proposal preparation support, review of bid and contract documents, interpretation and evaluation of contract terms and conditions, correspondence with internal and external stakeholders and legal counsel, documentation, reporting, compliance monitoring, dispute resolution support, and coordination of the contract negotiation, execution, extension, renewal, and/or close-out process. Serves as main point of contact and subject matter expert for the contract management business software application. Develops and implements plans for additional functionality adoption, leads end-user training, and proposes improvements to current processes to maximize application effectiveness. Directs and maintains accurate repository of recordkeeping per CORE's document retention schedule, ensuring ongoing company-wide adherence to policy as well as compliance with state and federal regulations. Primary liaison with internal business partners across the Cooperative for recording, storing, and tracking changes to Business Continuity and Emergency Management Plans. Performs analysis and support work for the Risk Management Department. Qualifications An equivalent combination of education, training and experience that demonstrates required knowledge, skills, and abilities may be considered. Bachelor's degree in business administration, legal studies, or closely related field (i.e., paralegal). Relevant experience may also be considered. Three years of experience in contracts management desired. Preference will be given to those who have worked with legal documents. Knowledge, Skills, Experience & Abilities Experience and knowledge of contract management methodologies / concepts Ability to be a self-initiator who will become central point of contact and reliable resource for multiple internal and external business partners. Excellent communicator with strong Microsoft Office skills and great attention to detail. Critical thinker with ability to balance multiple tasks at once. Duties and Tasks: Serves as the central point of contact across the Cooperative to coordinate contract planning, negotiation and execution, monitoring, termination, and recordkeeping. Effectively manages workflow for contract execution to include reviewing, interpreting, and anticipating needs of requestors across several departments. Collaborates with Cooperative leadership team and outside counsel on document creation; ensuring compliance with company policies/best practices and legal requirements as needed. Partners with attorneys to create a repository of company-authored and approved templates with standardized terms and conditions to be used when appropriate. Assumes process ownership for tracking, maintaining, and archiving all key contract documentation, including contract appendices, exhibits, schedules, and all approved amendments or changes to the contract. Responsible for ongoing efforts to streamline contract management and retention practices, ensuring compliance with current Cooperative policies and applicable regulations. Fosters and maintains collaborative relationships across all Departments for the successful management of Cooperative records. Subject matter expert on contracts management software application; analyzing and designing new reporting as needed, and testing / implementing new functionality that will support best-in-class document processes. Provides daily assistance, guidance, and training to end-users for contracts management software, including creating user profiles and setting security access. Works with Cooperative leadership to devise strategic and tactical plans for maximizing software application usage and effectiveness. Supports Risk Management Director in establishing practices with Procurement team for vendor selection/vetting and compliance as needed to mitigate counterparty risk. Supports Risk Management Director's efforts to collaborate with internal contract stakeholders to effectively track and monitor contractual compliance requirements, including grants and other funding, to facilitate reporting obligations. Plays key role in maintaining Business Continuity and Emergency Response documents; partnering with leadership to ensure versions are current, accessible, and updated on a routine basis. Physical Requirements Sedentary work : Exerting up to 10 pounds of force occasionally. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
