Position Summary: Under general supervision, coordinates, supervises and monitors the development and administration of the Tohono O'odham Nation's training program designed to meet departmental management and personnel training needs. The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor. Essential Duties and Responsibilities (Depending on area of assignment, incumbent may not be required to perform some of the duties listed below.) : Coordinates, supervises and monitors employee development training programs, policies and procedures, and promotes the use of training services. Participate, oversee, and/or develop curricula, course outlines, instructional methods, training aids, manuals, and other instructional materials and products. Responsible for assessment and development of reporting for measurement of training needs and results. Coordinates training schedules and evaluates applicable outside training resources. Assists management in identification in completing career development plans with employees. Provides, leadership, training, and direction in presentation techniques to assigned staff. Participates in the review of productivity levels for program staff, analyzes problem areas, identifies training needs and recommends solutions to management. Develops and evaluates surveys on program services. Coordinates materials, audio-visual equipment, supplies and guest speakers for training workshops. Maintains computer-based documentation on training conducted, competency checklists, and staff training files. Maintains knowledge of the latest trends in training and development. Assists management in the identification of training and education needs through surveys, interviews, focus groups, and communication with managers for staff. Delivers training to classes and individuals through lectures, demonstrations, distance learning, exercises and workshops. Assist with design of course materials utilizing presentation software and other media; write course outlines and objectives as directed; participate in needs assessments and tabulating information. Coordinates the development and approval of professional services contracts as required. Identify sources of training programs that meet certain criteria in order to recommend sessions for attendance. Acts as a liaison with all entities of the Tohono O'odham Nation. Produce certificates for completion of certain programs. Respond accurately and timely to departmental and employee requests for information. Review training nomination request forms to ensure training recommended corresponds to the employee development plan in place; provide timely processing and tracks status of requests. Work closely with representatives from various departments to identify needs for new or additional training classes. Contribute to a team effort and performs other duties as assigned. Knowledge, Skills, and Abilities: Knowledge of Tohono O'odham Nation's Personnel Policies and Procedures of the Executive Branch. Knowledge of training methods, relating course content to job tasks, and writing objectives. Knowledge of Windows, Power Point, Word and Excel or similar program. Knowledge of current audio and visual hardware and software. Knowledge of techniques designing training plans, manuals and aids. Knowledge of principles and practices of preparing reports. Skill in the use of computer software programs to include Windows, Microsoft Word, Microsoft Excel, and Microsoft PowerPoint. Skill in developing training plans, training aids, handouts, exercises and assessment tools. Skill in assessing training needs and materials. Skill in facilitating and coordinating training workshops. Skill in compiling data and preparing reports. Skill in providing superior customer service to external and internal customers. Ability to provide supervision and leadership to assigned personnel. Ability to compile information and create reports to management regarding training/educational objectives. Ability to communicate efficiently and effectively both verbally and in writing. Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds. Ability to travel to meetings, seminars, and training sites and work extended hours and on weekends as requested. Ability to handle stressful situations, multiple tasks and meet deadlines. Ability to multi-task, think outside the box, and troubleshoot problems. Ability to work independently and prioritize workload. Minimum Qualifications: Bachelor's Degree in Human Resources, Organizational Development, Education, or closely related field and one year demonstrated work experience in training and development, instructional design, teaching and/or administrative experience which includes training and development procedures and techniques or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position. Licenses, Certifications, Special Requirements: Upon recommendation for hire a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
