Position Summary: Under limited supervision, provides direction to the administration of all accounting and financial data for the Accounting Department; Ensures compliance with generally accepted accounting principles and practices as well as policies of the Tohono O'odham Nation. The work is normally reviewed upon completion to ensure compliance with general organization/ department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects. Essential Duties and Responsibilities (Depending on area of assignment, incumbent may not be required to perform some of the duties listed below): Supervises and controls all internal accounting activities and interprets, prepares, verifies and analyzes financial reports and statements to summarize financial status and recommends financial actions. Improves staff effectiveness by coaching and counseling; planning, delegating, monitoring, and appraising job tasks and results in a timely manner; coordinates activities of staff engaged in accounting activities. Communicates to departments and vendors regarding inquires and addresses concerns, accordingly. Reviews, verifies information and distributes incoming purchase orders, transmittals, check requisitions, Prepares reports for export to excel and distributes to staff, to ensure outstanding accounts are handled accordingly. Prepares encumbrance reports and distributes to account holders to ensure data is accurate and/or outstanding. Reviews incoming monthly statements and addresses accordingly. Maintains issuance of manual checks and records them in the Nation's accounting software and excel spreadsheet. Maintains accounting controls by preparing and recommending policies and procedures. Prepares accurate, required financial statements for specified accounting period; prepares reports to substantiate transactions. Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conference; reviewing professional publications and manuals; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations. Approves check voids upon verification using established procedures. Coordinates the payment of all valid vendor accounts; ensures timely payments and maintains accuracy of all accounts according to established policies and procedures. Files, prepares and issues year-end Form 1099. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of applicable federal, state, tribal laws, regulations and requirements. Knowledge of accounts payable practices, policies and procedures. Knowledge of accounts payable accounting and record-keeping practices. Knowledge of Generally Accepted Accounting Principles (GAAP) and appropriate local, state and federal regulations and requirements. Skill in statistical compilation analysis. Skill in supervising, training, and evaluating assigned staff. Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations. Skill in providing superior customer service for both internal and external customers. Ability to communicate efficiently and effectively both verbally and in writing. Ability to exercise good judgment and make decisions. Ability to establish and maintain positive and effective working relationships with other employees, and the general public. Ability to follow verbal and written instructions. Ability to maintain privileged and confidential information. Ability to work independently and meet strict times lines. Ability to work extended hours and weekends. Minimum Qualifications: Bachelor's Degree in Accounting, Finance or closely related field, and two years' work experience in accounts payable, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position. One year supervisory experience. Licenses, Certifications, Special Requirements: Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
