Position Summary: Under limited supervision, accomplishes the program's objectives by planning, organizing and supervising the functions required to operate and maintain departmental activities and services. Ensures that programs and related services are provided effectively and efficiently to the Tohono O'odham Nation. The work is normally reviewed upon completion to ensure compliance with general organization/department goals, policies and procedures. Major work activities are covered by procedures to follow, determination of work priorities, and the planning and coordination of projects. Essential Duties and Responsibilities: Establishes, implements and communicates goals, policies and procedures in accordance with program objectives and patient needs. Improves staff effectiveness by providing direction and guidance, coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner. Hosts and facilitates regular staff meetings to ensure communication among personnel regarding program-related activities. Prepares all staff schedules and field activities to ensure adequate coverage for patients. Conducts field site visits to ensure compliance with policies, procedures, and objectives; resolves issues. Implements preventative health programs. Prepares and submits narrative and statistical reports as required by the department or funding agency according to established timeframes. Achieves financial objectives by developing and presenting annual budgets; monitors and maintains program expenditures. Keeps accurate records on all program vehicles. Conducts annual program evaluation and assessments of program components and staff, according to established policies, procedures and regulations. Develops, implements and participates in staff development and training programs. Maintains professional knowledge by conducting research, attending seminars, educational workshops, classes and conferences; conferring with representatives of contracting agencies and related organizations. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Knowledge of applicable federal, state, tribal laws, regulations and requirements. Knowledge of department organization, functions, objectives, policies and procedures. Knowledge of health related issues, medical terminology, and health and child care education. Skill in operating various word-processing, spreadsheets, and database software programs. Skill in providing superior customer service to external and internal customers. Skill in preparing, reviewing, and analyzing operational and financial reports. Skill in supervising, training, and evaluating assigned staff. Ability to communicate efficiently and effectively both verbally and in writing. Ability to exercise independent judgement. Ability to establish and maintain positive and effective working relationships with other employees and the general public. Ability to interpret applicable federal, state, county and local laws, regulations, and requirements. Ability to research and gather relevant data on contracts, providers and programs. Ability to plan, assign and review the work of assigned personnel. Ability to maintain privileged confidential information. Ability to work independently and meet strict time lines. Minimum Qualifications: Licensed by the Arizona State Board of Nursing as a Practical Nurse and two years management work experience in a medical or health care setting, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position. One year supervisory experience. Licenses, Certifications, Special Requirements: Must be licensed to practice nursing in the State of Arizona and certified by the State Board of Nursing as a Licensed Practical Nurse. Must obtain certifications in Cardio Pulmonary Resuscitation (CPR), Automated External Defibrillator (AED) and First Aid within the first six months of hire. Must have a current immunization statement to include, proof of a non-reactive tuberculosis skin test within the last year, proof of immunity for Hepatitis B (Documentation of immunization does not provide immunity, only a titer with a positive result is proof), within three months of hire. Upon recommendation for hire, a criminal background and National FBI check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
