Position Summary: Under general supervision of the Executive Director, develops, implements, and manages the technical and professional duties of considerable difficulty of the Nation's health disease surveillance system. The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor. Essential Duties and Responsibilities: Initiates and conducts investigations into disease and condition incidence and prevalence. Gathers, compiles and analyzes epidemiological data. Prepares and presents data to tribal, state and federal agencies, as required. Works with Health and Human Departments' divisions and programs to gather, analyze data, identify trends and make recommendations for program evaluation and policy development and enhancement. Designs epidemiologic studies; survey tools, data dictionary, codebooks and databases. Collects, stores, transfers and cleans data using Excel, Statistical Analysis Software (SAS), and/or Statistical Package for the Social Sciences (SPSS) Statistics from a variety of public and confidential sources. Utilizes data entry and data analyses in SAS, SPSS, and/or Epi Info for data management (counts, percentages, cross-tabulations, univariate statistics, chi-squared tests, regression, t-tests, and survival analyses). Develops data sharing agreements. Produces confidential public health surveillance reports. Develops public health presentations for internal and external trainings, meetings, and professional conferences. Works closely with divisions and communities to provide technical assistance. Maintains accurate and complete project files electronically and/or hardcopy format of assignments. May serve as a member of the department's management team. Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representative of contracting agencies and related organizations. Provides guidance and direction to staff involved in epidemiological investigations and disease surveillance. Exercises professional responsibility in the planning, development, organization and investigation of disease clusters of communicable disease outbreaks, chronic illness conditions, disease risk factors or other adverse health outcomes using epidemiologic methods. Determines appropriate methods of disease investigations and surveillance. Prepares specialized or complex reports, surveys or analysis. Ensures that strategic plans, mission and values are communicated and integrated into program goals, objectives, work plans and services. Provides technical guidance and/or conducts field interviews of case, potential case, and control of subjects, governmental officials and others to ascertain disease incidence and prevalence. Conducts evaluations of control measures related to communicable, chronic, or environmentally induced disease or injuries. Provides technical guidance and conducts in-depth investigations of disease clusters of communicable disease outbreaks, chronic illness conditions, disease risk factors or other adverse health outcomes using epidemiologic methods, including but not limited to gathering information and/or biological specimens. Provides written detailed reports of epidemiologic investigations or inquires, outlining methods, procedures, events, evidence, activities, and results and makes recommendations. Prepares, reviews or edits grant applications, research reports and other public health documents. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge in the Tohono O'odham culture, customs, and traditions. Knowledge of the social determinants of health in Native American communities. Knowledge of applicable federal, state, tribal laws, regulations and requirements. Knowledge of principles and practices of epidemiology. Knowledge of principles and practices applicable to the control and prevention of disease. Knowledge of methods, procedures and techniques used in developing, implementing, and maintaining disease surveillance and control programs. Knowledge of medical methods and practices used in the control of a variety of diseases. Knowledge of methods to prepare scientific research reports. Knowledge of statistical software analysis, programming and data management. Knowledge of legal regulations and requirements pertaining to confidentiality, specifically to the Privacy Act of 1974 and Health Insurance Portability and Accountability Act of 1996 (HIPAA). Knowledge of computer applications related to the work, including database development, modifications and report generation techniques. Skill in program planning and evaluation Skill in grant/proposal writing and administration. Skill in analyzing problems, projecting consequences, identifying solutions and implementing recommendations. Skill in training providing internal and external presentations, conducting meetings, trainings and professional conferences. Skill in operating various work-processing, spreadsheets, and database development and analysis software programs. Skill in providing superior customer service for both internal and external customers. Skill in conducting scientific studies and investigations required to identify and isolate various diseases. Skill in analyzing and evaluating a wide variety of technical epidemiological data. Skill in planning, implementing and coordinating various research studies. Skill in functioning independently in the performance of epidemiological investigations. Ability to demonstrate a high level of sensitivity to community issues and concerns. Ability to prepare research reports, position papers, and tribal and grant reports. Ability to communicate efficiently and effectively both verbally and in writing. Ability to establish and maintain effective working relationships with other employees, and the general public. Ability to maintain confidentiality. Ability to work independently and meet strict project time lines with quality products. Ability to work extended hours and various work schedules. Ability to travel within the interior/exterior boundaries of the Tohono O'odham Nation. Ability to develop improvements in or design new work methods and procedures. Minimum Qualifications: Master's Degree in Public Health with an emphasis Epidemiology. Two years' work experience in epidemiology or public health programs. Licenses, Certifications, Special Requirements: One year of experience working with Center of Disease Control (CDC) Epi Info. Must have Statistical Analysis Software (SAS) Training certification. Must have Statistical Package for the Social Sciences (SPSS) Statistics Training certification. Upon recommendation for hire, a criminal background and National FBI check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
