About the role: We are currently looking for a Project Manager for our Gainesville, Virginia location. This position will be responsible for organizing, scheduling, tracking and budgeting all activities and resources required to plan, design, permit and construct electric infrastructure projects. The position will also be responsible for ensuring the completion of electric infrastructure projects on-time and within authorized budgets. The position will be required to work closely with internal NOVEC Management, external consultants, contractors, customers, government authorities and stakeholders to coordinate activities, develop and manage project schedules and identify issues, concerns and obstacles that must be addressed and resolved to advance the project. In addition, the selected individual will control project scope through the change order process. Other duties will include: developing and archiving periodic performance and financial reports regarding project status and reviewing project expenditures such as third party labor and material invoices, contractor timesheets, customer construction contributions and internal accounting transactions. The Project Manager will be responsible for organizing and scheduling meetings and conference calls to coordinate work activities and assign responsibilities to each entity having work responsibility in the project such as design, permitting and construction of the project. The Project Manager will be responsible for coordinating with NOVEC Managers regarding the reconciliation of project expenditures to project budgets, the true-up of project expenditures with customer construction contributions and any final billings or refunds due to third parties. This position will also be responsible for coordinating with Finance and Asset Development regarding the verification of project accounting transactions. Overview of the role: Leads the project team from beginning to end to ensure the projects' success. This includes a multitude of activities including but not limited to: holding project team meetings, completely understanding the project scope and ensuring it is being adhered to, constantly communicating with project team members to ensure project milestones and project deliverables are being met, performing field visits and field meetings when appropriate, interacting closely with all internal departments and external organizations as needed to ensure the work is planned appropriately and everyone knows the plan. Facilitates coordination between planning, design, construction, operations, NOVEC customers, government entities, and third-party developers and builders. Continuously seeks improvement opportunities; especially those that save cost and time. Prepares cost and time estimates and cash flows for potential or existing projects. Must have a working knowledge of engineering designs, distribution materials and specifications, design cost estimates, and RUS work plan and construction borrowing and loan requirements. Works with Financial Analysts, Engineering Associates and/or Engineering Technicians on project metrics, financial reporting, environmental compliance and any other supporting tasks/roles they provide. Creates detailed project schedules for each assigned project utilizing Primavera scheduling software or compatible. Updates each project schedule at least monthly and provides these updates electronically to the project team. Coordinates the plan for construction prior to the project kick-off meeting, bringing together System Construction and System Control Center personnel to determine outage constraints and requirements early in the schedule development. Also coordinates project deliverables with the individual design units, System Construction, and Substation Technical Services and places these on the schedules. Serves on various corporate committees as directed, prepares, and performs presentations when required and assists System Operations and Engineering if NOVEC experiences widespread damage to its electrical system. Provides training, direction and support to less experienced Project Managers as required. Education and Experience: Bachelor's degree in Electrical, Mechanical or Civil Engineering from an ABET accredited institution is required. A Bachelor's degree in Construction Management or a related field from an accredited institution will also be considered. Five to seven years of large project management related experience is required. Project Management Professional (PMP) certification is preferred. Professional Engineer (PE) in Commonwealth of Virginia is preferred. Professional Skills and Abilities: Demonstrated ability to coordinate the activities and work closely with several different parties on large infrastructure projects. Superior written and verbal communication skills. Must possess the ability to use analytical, financial and project management software. Must understand how to use project management and Microsoft Office software. Must have a good understanding of zoning, site plan and federal, state and local governments' environmental permitting processes. Must understand the requirements of obtaining Certificate Public Convenience and Necessity (CPCN) from the Virginia State Corporation Commission. Must understand the Virginia Department of Transportation permitting and the provisions for roadway construction. May be required to represent and articulate NOVEC's position on matters related to electric distribution infrastructure at public hearings, community gatherings and before regulatory bodies.
