Job Description Title: Deputy Director of Homeless Services for Supportive Housing Reports to: Director of Homeless Services Employment Status: Full-time Shift schedule: FSLA Status: Exempt Pay rate: $80,000­­­­­­­­-$90,000 POSITION SUMMARY The Deputy Director of Homeless Services for Supportive Housing (DDSH), along with the Deputy Director of Homeless Services for Emergency Shelter (DDES) will help the Director lead and support a department of 120 employees and 12 direct service programs. The responsibility of the DDSH will be focused on supervising and supporting the seven permanent supportive housing programs and rapid re-housing program. The DDSH will also help to cover when a Supportive Housing Program Director is on leave or if one of the positions becomes vacant. While the DDHS has responsibility over supportive housing program, the entire Homeless Services Department is highly collaborative, resulting in significant synergy that occurs between program types. As a result, it will be necessary for both Deputy Directors to work collaboratively as they support the entire Homeless Services Department. This includes at times sharing responsibility for leadership over all programs.The DDSH will have a strong understanding of clinical, direct service programs in a non-profit organization, and will have experience in program management and administration, as well as staff recruitment, training, and supervision. The DDES shares offices with the Director at the IW Women's Center in Rockville and IW at Progress Place in Silver Spring and spends time visiting all the other Homeless Services sites. Some of the work can also be done remotely. Responsibilities: Supervise the four Program Directors of the following programs: the IW Community Supportive Housing (Interfaith Homes and the Housing Initiative Program), Priscilla's, Becky's House, Lon's House, IW Residences and Rapid Re-Housing. Ensure alignment of Supportive Housing programs and staff with best practices, program procedures, organization policies, and contract requirements of Montgomery County Department of Health and Human Services and U.S. Housing and Urban Development (HUD). Meet with the Director of Homeless Services on a biweekly basis, keeping the Director up to date on all matters related to the IW Supportive Housing programs and communicating high priority and time sensitive concerns. Facilitate the monthly IW Supportive Housing Director Meeting. With the Director, facilitate bimonthly Program Director meetings, bimonthly Program Support Manager meetings, quarterly Housing Service Coordinator meetings and quarterly Volunteer Coordinator meetings. Attend Interfaith Works Senior Leadership and Leadership meetings. Attend the monthly meetings with SEPH and other partners, including the CES Meeting and HIP Supervisors Meeting. Represent Interfaith Works in the Montgomery of County Interagency Commission on Homelessness (ICH) and Continuum of Care (CoC) in relevant committees and work groups. Attend ICH or CoC meetings in place of the Director when necessary. Together with the Director, represent Interfaith Works Homeless Services in the community, and provide education and advocacy on issues related to supportive housing and homelessness. Work with the Homeless Services Operations Manager and Training Coordinator to plan trainings for the Supportive Housing staff to stay up-to-date on best practices, including Trauma-Informed Care, Harm Reduction, Motivational Interviewing and Housing First. Attend conferences and trainings relevant to Supportive Housing. Work with the IW HR Manager and Homeless Services Operations Manager to develop and clarify policies affecting Supportive Housing personnel. Address any significant employee performance issues among the Supportive Housing programs with the Program Directors. Work with the Supportive Housing Program Directors to prepare program budgets as well as County contract budgets. Monitor monthly Supportive Housing invoices to the County, which are reviewed by the respective Program Directors. Review and approve biweekly payroll and leave requests of Supportive Housing Program Directors. Review and approve major Supportive Housing program expenditures. Serve as an HMIS Administrator and monitor data quality of Supportive Housing programs with the assistance of the Homeless Services Operations/Data Manager. When the Director is on leave or otherwise unavailable, work with the Homeless Services Leadership Team in providing any coverage needed. Provide coverage when Supportive Housing Program Directors are on leave or when there is a vacant Program Director position. When needed, recruit and train new Supportive Housing Program Directors. In coordination with the Director, help to prepare and review grant applications and RFP proposals issued by HUD or Montgomery County. Perform all other duties as needed. Qualifications: A Master's Degree in a Human Services field with five or more years of experience in providing direct services to the homeless population, and individuals struggling with mental health and substance use disorders. Two or more years of experience in program management, including recruiting, developing, and supervising staff in a clinical setting. Administrative experience, including experience in applying for and maintaining funding. A commitment to upholding the dignity of anyone experiencing poverty; and dedication to providing services with compassion and respect to those in need. High degree of emotional intelligence and humility to work collaboratively with IW and Homeless Services leadership, staff and partners. Capacity to utilize both collaborative, participatory, and directive management approaches when needed. Excellent written and spoken communications skills. Excellent organizational skills and attention to detail. Ability to work with efficiency, flexibility, and good humor. Proficiency with Excel, Word, and Outlook.
