Job Responsibilities This position is accountable for the development of policies and procedures required to guide winter snow and ice removal operations activities for the state highway system. The incumbent is responsible for administering the snow and ice removal program for the department. The incumbent will be solely responsible for snow and ice research, development of snow and ice removal policies, development and research of snow and ice removal equipment modifications, management of the salt and de-icing material program, and all winter operations training for operators and supervisors. Snow routes maintained: 1,200 +/- Lane miles plowed: 45,000 +/- Snow removal staff (permanent and temporary) coordinated: 3,600 +/- Snow removal equipment/trucks maintained: 1,750 +/- Average annual salt usage managed: 445,000 tons +/- Average annual snow removal costs: $67 million +/- Contracts overseen: 5 +/- Maintenance yards supported: 155 This position reports to the Maintenance Support Engineer. There are no subordinates reporting to this position. This position operates in an environment where the incumbent collaborates with district offices to establish the department’s resource needs for successfully conducting snow and ice removal operations. The incumbent will work with other offices to secure needed resources which include, but are not limited to, material, facilities, equipment, and manpower. The incumbent is encouraged to seek and evaluate innovative techniques and new materials to improve highway maintenance. Typical problems for this position include ensuring all appropriate contracts for equipment and materials are available prior to winter operations, and prioritizing maintenance and repair contract needs based on limited funding. The greatest challenge to this position is to have all equipment and personnel ready in the event of a weather emergency. Job Responsibilities (continued) This position is responsible for evaluating, developing policies, and overseeing the Materials Management Program for the department’s snow and ice control operations. The incumbent will present recommendations for improvement of the existing system, locate resources to implement these improvements, evaluate and select proposals from researchers and vendors, design new systems, negotiate contract terms, and provide oversight to special projects. The incumbent will direct the investigation and evaluation of new and existing materials, equipment, and procedures related to snow and ice operations. The incumbent will oversee and continually evaluate the Materials Management Program for snow and ice operations which include developing de-icing chemical specifications, testing criteria for new materials, procuring items for statewide operations, and providing guidelines for use at field locations. The incumbent will review and revise snow and ice maintenance instructional memorandums, policies, procedures, and standards to ensure proper staffing and budgeting. The incumbent will perform continual evaluation and prepare reports of the departmental snow and ice removal operations including costs, manpower, equipment, materials used, and effectiveness. The incumbent will coordinate with the Office of Communications regarding public and departmental outreach on winter weather activities. During statewide winter emergencies, the incumbent will assist the Bureau of Operations Transportation Infrastructure Security Section staff in directing the movement of resources between districts. The incumbent will also move staff and equipment to areas that need assistance. The incumbent will oversee the development of statewide plans for the reduction of blowing and drifting snow. The incumbent will oversee the department’s Road Weather Information System (RWIS) consisting of weather field measurement equipment and websites that collect detailed roadway weather information. The incumbent will work with vendors on service contracts needed for winter operations for all systems and provide periodic review for new contracting services. The incumbent will work with the Bureau of Operations staff to administer snow and ice removal training through presentations and written materials. The incumbent will participate as a member of various state and national groups involving winter operations such as the Aurora and Clear Roads groups and serve as chairperson of the department’s Statewide Snow and Ice Committee. The incumbent will evaluate and recommend sharing and training opportunities with other agencies to provide more efficiency in statewide winter snow and ice removal. Job Responsibilities (continued) The incumbent has a great deal of freedom in accomplishing responsibilities. Only matters of a highly sensitive or critical nature are referred to the Maintenance Support Engineer for resolution. The incumbent is constrained by departmental policies and state and federal statutes. The incumbent has internal contacts with all departmental districts and offices. External contacts include the Federal Highway Administration (FHWA), Illinois State Police, Illinois Environmental Protection Agency, Strategic Highway Research Program, Transportation Research Board, American Association of State Highway Transportation Officials, other state transportation agencies, and city and county officials. Occasional statewide and infrequent out of state travel with overnight stay is required. Successful completion of a background check is required. The effectiveness of this position is measured by the ability to have adequately equipped and trained personnel on the highway in the event of a weather emergency in order to ensure the traveling public is safe. Presents various snow and ice topics to groups such as law enforcement, schools, civic groups, local government agencies, professional snow and ice removal organizations, and other transportation departments. Oversees the development of statewide plans for the reduction of blowing and drifting snow. Oversees the department’s RWIS consisting of weather data equipment and websites that collect detailed roadway weather information used by operations supervisors throughout the year. Works with vendors on service contracts needed for winter operations for all systems and provides periodic review for new contracting services. Establishes the department’s resource needs for successfully conducting snow and ice removal operations and works with the other offices to secure the needed resources. Participates as a member of various state and national groups involving winter operations such as the Aurora and Clear Roads groups and serves as chairperson of the department’s Statewide Snow and Ice Committee. Evaluates and recommends sharing and training opportunities with other agencies to provide more efficiency in statewide winter snow and ice removal. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned. Qualifications Position Requirements Education/Experience Current registration as a Licensed Professional Engineer in the state of Illinois PLUS five years of experience in civil engineering. Valid driver’s license. Occasional statewide and infrequent out of state travel with overnight stay. Successful completion of a background screening.
