Department Description: Department 2913, Military Liaison, is the designated NNSA operational interface between the NNSA laboratories and the DoD for field engineering, nuclear weapon training, and Joint Nuclear Weapons Publications System (JNWPS). Field Engineering activities include technical coordination and assistance in resolving issues that arise at U.S. military installations through the formal reporting mechanism know as Unsatisfactory Reports. Military Liaison coordinates Unsatisfactory Report responses within the NNSA complex; provides assessment and counsel for DOE/DoD logistics policy issues; and serves as the primary NNSA interface for current stockpile activities with the DoD. Additionally, Military Liaison provides training classes for the DoD, NNSA and other Nuclear Weapons Enterprise personnel on a range of topics including: basic stockpile fundamentals, stockpile progression, weapon system design details, stockpile maintenance and Explosive Ordnance Disposal (EOD). Military Liaison owns and operates the Weapon Display Area (WDA) vault. This vault houses cutaways and other hardware associated with the enduring stockpile and is an important cornerstone for training and educating nuclear weapons enterprise personnel as well as VIPs, including senators and members of Congress, on the stockpile and Sandias mission, competencies, capabilities and contributions to stockpile stewardship. Military Liaison Department personnel maintain a continuing liaison with NNSA, multiple SNL organizations, the physics laboratories (LANL and LLNL), DoD training and operational units, the Defense Threat Reduction Agency (DTRA), and the NNSA production agencies. Military Liaison is also responsible for developing and maintaining approx 130 JNWPS technical manuals that provide direction, procedural steps and other details to the DoD with respect to nuclear weapons maintenance, test and handling activities. Position summary: Technical Writer & Editor SE Job Summary: Department 2913, Military Liaison has a two-fold mission: support of (1) Field Engineering for the nuclear weapons stockpile (2) the Joint Nuclear Weapons Publications System (JNWPS).TECHNICAL PUBLICATIONS (TPs):Military Liaison is looking for a technical writer to support the development, coordination, publication and maintenance of Joint Nuclear Weapon Publication System (JNWPS) technical publications. JNWPS is a system of technical publications on nuclear weapons and associated test and handling equipment designed and produced in support of the nuclear weapons stockpile. JNWPS exists as a means of providing NNSA, the Defense Threat Reduction Agency (DTRA), and respective military departments of the DoD with authoritative stand-alone weapon instructions to supplement existing publications systems of the participating agencies. Military Liaison uses advanced desktop publishing technologies to maintain this suite of technically specialized documents and to preserve a DoD-mandated look and feel.The JNWPS technical writer will be responsible for developing, publishing, and managing updates to several JNWPS manuals covering nuclear weapon or weapon-related item maintenance, test, and handling procedures. The JNWPS writer will use Structured FrameMaker and other Adobe products to perform these tasks. The JNWPS writer will work directly with system and field engineers in the preparation of associated manuals. The JNWPS writer must possess succinct written correspondence expertise that can transform complex operations into simple and concise procedural steps with attention to detail and a commitment to quality. The JNWPS writer must be comfortable working within a highly constrained format. In addition to the development and publication of manuals, the JNWPS writer participates in the Laboratory and Joint Task Group formal reviews which validate the JNWPS manual procedures. Occasional travel to operational sites is required. At times the JNWPS writer may work on other technical documents in support of department operations and/or other weapon design activities. Access to Sigma fifteen is required and therefore, the candidate must be willing to be subjected to random polygraph testing.Creates, develops, plans, writes, and edits operational, instructional, maintenance, or test procedures for paper, multimedia, or web-based publication. Gathers and translates technical details into manuals and web-based documents. Works with writers and researchers to improve the general quality and effectiveness of communications. Primary Job Duties: Writes, edits, or rewrites, either as original concepts or under direction, technical articles, publications, manuals, presentations, and other materials to communicate clearly and effectively technical procedures, research findings, technical developments, and other news and info to a wide spectrum of internal or external audiences.Acquires or verifies subject knowledge by interviewing subjects; observing experiments or production; and referring to blueprints, sketches, engineering drawings, journals, rewrites of articles, bulletins, manuals, or similar publications.Interprets and administers documentation and communication policies and procedures.Exercises quality control over documents intended for external distribution.Provides line technical writing support.May execute documentation configuration management.May serve as classified or unclassified review officials, as certified. Knowledge, Skills, Abilities: Demonstrated expertise to manage multiple, competing priorities.Expertise to model behaviors that reflect Sandia National Laboratories'' core values.Knowledge of standard theories, principles, and practices of technical editing and science writing.Experience and demonstrated skill in technical writing and editing.Demonstrated project management knowledge and experience coordinating publication projects, including establishing and maintaining budgets and schedules, and experience juggling the demands of multiple work priorities and working effectively under pressure.Knowledge of Sandia and U.S Department of Energy and Department of Defense publication policies, practices, and procedures, including copyright laws.Experience conducting research, investigating, and analyzing alternative solutions, and recommending solutions to problems.Knowledge of Sandia''s programmatic directions and qualifications.May have working or specialized knowledge of Sandia''s science and technology.May possess cross-disciplinary skills in developing communication products, including graphic design, web sitedevelopment and administration, and databases. Required: --Proven experience in developing professional directive technical manuals.- Active DOE L or equivalent DOD clearance with the expertise to obtain and maintain a DOE Q Clearance, which may require a polygraph test.- Knowledge, experience or familiarity with nuclear weapon design and production.- Experience with embedding video and pro-E models into technical documents.- Excellent teaming skills and the expertise to work well with diverse individuals and teams.- Knowledge and experience with desktop publishing and illustration/editing software, such as, In Design, FrameMaker, Adobe Illustrator and Adobe Photoshop or equivalent.- Superior written and oral communication abilities.- Some travel is required. Desired: --Knowledge, experience or familiarity with DoD nuclear weapon maintenance operations.- Knowledge and experience with Structured FrameMaker.- Experience in technical editing.- Expertise to work in a highly structured environment.- Cumulative Bachelors degree GPA of 3.5 or higher. Security Clearance: Job mandates a Department of Energy (DOE)-granted L-level security clearance to start.- Bachelors degree in a relevant field plus 5 yrs work history.- Knowledge of the Joint Nuclear Weapons Publication System.This job requires an active Department of Energy (DOE)-granted security clearance before beginning the job assignments. If selected and you do not hold an active DOE clearance, your start date will be affected.Sandia is required by DOE directive to conduct a pre-employment experience review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications.
