Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished by its lack of direct supervisory responsibilities and by its lead-worker and technical and administrative duties. Job Description: SUMMARY This is complex technical, administrative, and engineering support work.Positions allocated to this classification report to a designated supervisor and work under limited supervision. ESSENTIAL JOB FUNCTIONS Depending on area of assignment: Assists degreed engineers in preparing long and short-range master plan studies.Designs and prepares plans, specifications, and cost estimates for changes, additions, and deletions to engineering projects in accordance with standard procedures and methods established for the area of assignment. Prepares supporting documents related to engineering surveys and projects.Prepares technical modifications to existing drawings, maps, and documents. Prepares "as built" drawings on new and established services or facilities. Prepares detailed finished design drawings.Prepares construction drawings, sketches, cost estimates, and work orders and works with customers, contractors, and developers on facilities' plans.Reviews private development and/or city plans for conformance to codes and standards; monitors developer extensions to completion; works to insure that standards are met before city or utility acceptance through coordination with others. Conducts field inspections of construction work and ensures projects are in compliance with all standards and regulations established for the project.Prepares field surveys and notes regarding customer/citizen property, equipment and facilities. Monitors and documents new construction progress, in writing and photographically.Assembles and correlates data and prepares routine reports needed for operations control.Develops and maintains databases for drawings, manuals, records, and photos. Prepares appropriate reports from database.Provides administrative and technical support on construction, maintenance, and repair projects. Verifies information and permits for utility, public works, and transportation service applications and responds to related public inquiries.Responds to reports of pollutants; investigates, identifies and traces to source. Assists in coordinating clean up.Coordinates activities with contractors, city departments and state and federal regulatory agencies.Responds to public inquiries on projects and provides technical information to other agencies. Provides technical and training assistance for lower level Technical Support Specialists.Maintains currency in work processes and procedures, computer software and hardware, and other tools used in the routine accomplishment of work tasks.Attends work on a continuous and regular basis. NON-ESSENTIAL JOB FUNCTIONS Depending on area of assignment: Assist department staff and other departments in special projects as assigned.Assists with annual budget preparation.Performs data mapping, complex data extraction and analysis.Coordinates drawing transmittal/receipt from outside engineering firms and contractors.Assembles electronically produced bid packages for department.Performs other related duties as assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions. EDUCATION AND EXPERIENCE Associate degree from an accredited college or university or vocational degree with major course work in a technical or engineering specialty relevant to the needs of the hiring department, and four (4) years of engineering tech or other technical experience relevant to the needs of the department that provides the required knowledge, skills and abilities, orGraduation from high school or possession of an acceptable equivalency diploma, and six (6) years of engineering tech or other technical experience relevant to the needs of the department that provides the required knowledge, skills and abilities,or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. CERTIFICATIONS OR LICENSES Licenses Valid Florida Driver License required. Certifications None. KNOWLEDGE, SKILLS AND ABILITIES Depending on area of assignment: Through knowledge of mathematics through trigonometry and its application to engineering computations.Extensive knowledge and associated skills used with Computer Aided Design (CAD) software, equipment and materials, and ability to produce professional quality finished engineering drawings, sketches, and charts. Specific software may vary depending on area of assignment.Knowledge of rules, regulations, policies, and procedures applicable to utilities, public works, and/or transportation.Knowledge of federal, state and local laws, codes, ordinances and standards incidental to municipal and utility engineering and development.Knowledge of real property, legal descriptions, and right-of-way acquisitions. Knowledge of construction standards and specifications, methods and materials used to construct and operate electric, water, or wastewater utility systems, stormwater systems, and roads and highways.Working knowledge of Geographic Information and Mapping Systems (GIS) as it is utilized within assigned division or department.Working knowledge of databases, spreadsheets, word processing and computer utilities and operating systems.Ability to perform complex technical engineering computations, analyze technical data, and complete technical assignments.Ability to interpret and utilize legal descriptions in routine completion of work.Ability to communicate effectively, both orally and in writing.Ability to establish and maintain effective work relationships with superiors, subordinates, contractors, engineers, property owners and the general public. PHYSICAL AND ENVIRONMENTAL REQUIREMENTS To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions. PHYSICAL REQUIREMENTS Depending on area of assignment: Work may require physical strength, agility and dexterity to safely perform all essential job functions including the ability to lift, carry, push, or pull 50 pounds without assistance and to stand, kneel and stoop.Ability to climb and descend stairs and ladders.Must communicate orally, see physical surroundings, listen, hear others, respond to oral commands, and demonstrate good communication skills.Must be able to perform sedentary work on an uninterrupted basis.On call work outside of business hours is required. WORK ENVIRONMENT Depending on area of assignment: Work may require exposure to hazardous conditions and noxious chemicals.Work may require performance of duties in extreme heat and confined areas.Work may require performance of tasks outdoors under varying climatic conditionsWork is performed in an office environment with moderate noise levels.May be required to attend designated training either on-the-job or course-work.
