Program Manager for Spent Nuclear Fuel Projects at the Idaho INTEC Site Holtec Government Services (HGS) Holtec International, a global turnkey supplier of equipment and services for the Nuclear, Solar, Geothermal and Fossil Power Generation sectors of the energy industry, is seeking a Program Manager to join our Holtec Government Services company (a wholly owned subsidiary of Holtec International). The Program Manager will be responsible for the successful execution of Spent Nuclear Fuel (SNF) Projects at the Idaho Nuclear Technical and Engineering Center (INTEC) Site and will provide support to identify and develop new opportunities. This position will manage HGS’s overall relationship with the customer at the site. Candidate may be required to obtain DOE “L” or “Q” security clearance. Principal Duties: Manages overall cost, schedule, technical, and quality of Holtec Government Services projects at the INTEC Site and ensure resources are effectively applied to support project goals Oversees management of HGS SNF related construction Oversees management of HGS SNF transfer and cask loading operations Assures compliance with U.S. Government contract requirements in a cost-effective and technically sound manner Assures project reporting meets financial and project control requirements Assures equipment designs comply with contract requirements and quality assurance requirements Approves change orders meeting contract requirements Prepares proposals and develops project estimates Manages client relationships with transparency and honesty to build repeat business Manages the procurement process associated with the project’s scope of work Basic Qualifications & Experience: U.S. Citizenship Twenty plus years of Project Management experience on U.S. Department of Energy, Commercial Nuclear Power Plant projects or large Engineer, Procure & Construct (EPC) contracts for energy related projects BS at a minimum, MS is preferred, in an engineering/technical/construction management field from an accredited, four-year university Experience and familiarity with DOE Order 413.3B, Program and Project Management for Acquisition of Capital Assets, including Critical Decisions CD-0 (approve mission need) through CD-4 (approve start of operations) Experience and familiarity with 10CFR 820, Nuclear Safety Management requirements for a DOE nuclear facility to analyze the facility and hazard controls necessary to protect the worker, public and environment Experience and familiarity with NQA-1 Quality Assurance Program execution Experience and familiarity in working and promoting a Nuclear Safety Culture and a Safety Conscious Work Environment (SCWE) High standards for setting examples for working safely and maintaining OSHA safety standards Experience overseeing manufacturing or construction projects and tracking the associated schedule and budget Excellent customer service, communication, interpersonal, analytical and problem-solving skills Experience with budget estimates and tracking burn curves for spending Strong time management and organizational skills Desired Skills: MS Office, Excel, Power Point and Word Strong scheduling experience using Primavera or Microsoft Project, including experience with the execution of projects following EIA-748, EVMS Acceptance Guide. An understanding of contract compliance with 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, would be helpful . Strong project management skills including communication, the ability to deal with unforeseen challenges, and building strong relationships. Project Management Professional Certification (PMP) or equivalent Demonstrated ability to work in a team environment, lead discussions and determine resolution to problems, possess strong written and verbal communication skills Physical Requirements: The physical demands described here are representative of those that must be met by an associate to successfully perform the essential functions of this job.
