BASIC FUNCTION ( the primary purpose of this position ): Under the general supervision of the Coquille Indian Tribe Gaming Commission (CITGC) and with reporting responsibilities to the CEDCO CEO, the Surveillance Director leads, supervises and oversees the Surveillance operation. This position assists with protecting the assets of The Mill Casino Hotel & RV Park (TMCH), its guests and employees, from internal and external cheating, theft, embezzlement and advantage play, and ensures all National Indian Gaming Commission (NIGC), CITGC, Tribal Compact and related regulations, Minimum Internal Controls (MICS), and enterprise policies and procedures are followed and adhered to at all times. PRINCIPAL ACTIVITIES & RESPONSIBILITIES: Provide a safe, healthy and friendly work environment for employees and guests; report and direct safety issues to Safety Committee. Direct the day-to-day operating activities of the Surveillance Department. Determine labor requirements of the department and schedule personnel to provide maximum casino observation with minimum labor cost. Ensures accurate incident reporting and logging of all required information by Surveillance staff is completed on a daily basis. Reviews daily shift reports, incident reports and log entries generated by Surveillance staff and submits incident reports to executive management and CITGC as appropriate. Ability to create a positive and professional work environment that aligns with CEDCO's vision, mission and values. Demonstrated experience in mentoring and training staff with highly effective decision-making, problem solving and consensus building skills. Maintain and keep up to date the list of undesirable guests and property restrictions. Develop and administer training programs for assigned personnel, that includes but is not limited to, internal and external cheating and theft techniques, advantage play techniques, game protection techniques, surveillance techniques and rules, regulations, policies and procedures of all casino games for the department. Establish and administer policies and procedures pertaining to the proper coordination of all operating actives of the department to include recommendation of improved game play procedures. Ensures personnel are trained in the use and care of all Surveillance equipment. Ensures that the Surveillance room and related work areas are kept in a neat, clean and professional order. Ensures that all routine maintenance of Surveillance equipment is scheduled and performed. Responsible for developing, revising, and implementing Surveillance department policies and procedures. May conduct or participate in internal and external investigations conducted by CITGC, the casino CEO or designee, and by authorized regulators. Maintain and submit required reports. Maintain necessary records and files. Develops, refines, and directs the planning and implementation of short and long range goals and objectives to improve and streamline Surveillance operations Researches and recommends Surveillance systems and equipment. Assure that the activities of the department are not discussed outside of the department. Assist in the training and development of Tribal Member employees following The Mill's Tribal Member Preference policies. Prepare and follow annual budgets and operations forecast. Design special projects to meet specified objectives. Perform all duties required of Surveillance Shift Supervisor and Surveillance Agent to seamlessly cover these positions, as needed, for absences of regularly scheduled staff due to vacation, illness, or emergencies. Perform other duties as assigned. POSITION REQUIREMENTS ( objective educational or technical training required; skills; and years of experience): A bachelor's degree in Criminal Justice or a related field is preferred. A combination of education, training, work experience and certification will be considered. Five (5) year's casino Surveillance management experience overseeing the operations of an entire Surveillance department of similar size with excellent knowledge of casino operations to include a minimum of five (5) years of experience in Table Games. This can be via direct, regulatory or in oversight capacities. Leadership experience that reflects knowledge of positive leadership techniques, mentoring and coaching concepts. Must have knowledge and training in investigative techniques and procedures and Surveillance systems, cameras and digital recording equipment. Must have a good understanding of Digital IP NVR Recording Systems. Must have knowledge and training in external and internal cheating and theft techniques, casino game protection techniques, card counting and advantage play techniques and casino Surveillance techniques. Ability to generate reports on personal computer. MS Office experience required. Ability to communicate effectively both verbally and in writing with staff and all levels of the organization. High mechanical and electrical knowledge required. Prefer experience working closely with leadership to develop and train on property risk management response such as active shooter and other crisis management planning. Ability to analyze data and exercise sound judgment in making decisions. Must pass and remain in compliance with Coquille Gaming Commission background check and drug free work place policies.
