Summary SITEC seeks a contracts administrator to manage our existing contract portfolio, provide internal and external support to stakeholders, business managers and customers. Oversee and support contract administration tasks that include but are not limited to, contract administration, compliance, performance, modifications, schedules and deliverables. Support actions to ensure satisfactory program performance, update contract/program files and records, etc. The Contract Administrator will monitor contract funding, payments, and timekeeping while working with internal and technical staff to address customer questions and request. The role will oversee and support business development activities like Requests for Proposal/Quotes (RFPs/RFQs) to understand Statements of Work (SOW) and contract requirements and advise the company, program teams on contractual terms and conditions and risk identification/mitigation strategies. Examine estimates of services, cost, performance requirements, and delivery schedules to ensure accuracy and completeness. Ensure company proposals are fully responsive to prospective customer requirements; prepare proposal submittal documents, and coordinate/complete appropriate levels of internal review and approval. Will administer, negotiate. terminate, and close-out standard contracts (e.g., FFP, T&M, DPFF) and nonstandard contracts, while researching contract issues and preparing analysis and/or/ recommendations. SITEC is seeking candidates that desire an opportunity to play a significant role in the growth of the company, supporting contract administration tasks as well as other related corporate initiatives targeting the expansion of SITEC customer and partner portfolio. Candidates should be highly self-motivated and able to work directly with the leadership and employees of the corporate office. An ideal candidate would be looking for an opportunity to develop additional subject matter expertise in contract/subcontract management, have the ability to work independently and report status to senior leadership, have excellent time management skills, acute attention to detail and be able to manage or support multiple tasks across multiple functions like contracts, finance, and business development. Job Requirements Bachelor's Degree (Accounting, Business Administration, Finance, Management) with a minimum of 5 years of work experience in procurement/contracts or subcontracts, OR 4 - 10 years' experience in contracts or subcontracts. Experience executing and supporting classified contracts (preferred). Familiar with the following is desired but not required (FAR/DFARS/GSA/Hub Zone/Price Analysis, ITAR) and v arious contract types and terms (i.e. T&M, CPFF, CPAF, FFP & IDIQ). Strong written and verbal communication skills. Understanding of the proposal process, pricing instructions, terms and conditions. Knowledge relating to special payment provisions (progress- or performance-based payments). Must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of subcontractor proposals received. Proficiency with the use of MS Office Suite applications. Responsibilities Monitor company performance for conformance to original proposal and maintains continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations. Prepare and disseminate information throughout the company regarding contract status, compliance, modification, deviation, negotiation, and termination. Prepare special reports and analyses as required. Interface and correspond with suppliers. Coordinate export control/security requirements. Prepare and issue RFPs with appropriate customer flow downs and terms and conditions. Conduct negotiations to meet contract/program targets/schedules, and terms and conditions to include payment terms for materials and services. Ensure compliance with FAR/DFARS regulations and purchasing policies and procedures. Validate pricing and maintain proper purchase order files with correct documentation. Management of subcontract agreement modifications, which include coordination of required additions, deletions, or other modifications or formal documented communication to subcontractors. In conjunction with the BD and program management teams, develop subcontract RFP's that include Statements of Work (SOW's), Technical/Quality Specifications, Deliverable Requirements Lists and Schedules, Performance Assessment Requirements, terms and conditions, proposal preparation and pricing requirements/templates, compliance matrices and supplier profiles. Administer resulting subcontracts, ensuring that all requirements are performed in accordance with the scope of work and delivery schedules. Other duties as assigned. Job Posted by ApplicantPro
