City of Dearborn HeightsTreasurer Vacancy/Appointment The City Treasurer shall be the tax collector and shall perform all of the duties as prescribed by this Charter, the general laws of the State, together with such other duties as may be required by the Council or assigned to him [ sic ]. He [ sic ] shall file a bond in such amount and with such sureties as shall be satisfactory to the Council or as may hereafter be required by law of the several township treasurers in the State; He [ sic ] shall have custody of all moneys of the City, the Clerk's bond, and all evidences of value belonging to the City or held in trust by the City; He [sic] shall receive all moneys belonging to and receivable by the City that may be collected by any official or employee of the City including license fees, taxes, assessments, utility charges and all other charges belonging to and payable to the City, and shall, in all cases, give a receipt therefor; He [ sic ] shall keep and deposit all moneys or funds in such manner and in such places as the Council may determine from time to time and shall report the same in detail to the Clerk; He [ sic ] shall have such powers, duties, and prerogatives in regard to the collection and custody of state, county and school districts, and city taxes and moneys as are conferred by law to enforce the collection of state, county, township and school district taxes upon real and personal property; He [ sic ] shall pay no money out of the treasury except in pursuance of and by the authority of the law and upon warrants issued in the manner as required by this Charter which warrants shall specify the purpose for which the amounts thereof are to be paid; He [ sic ] shall collect and keep an account of and be charged with all taxes and moneys appropriated, raised or received for each fund of the City, and shall keep a separate account of such fund, and shall credit thereto all moneys raised, paid in or appropriated therefor, and shall pay every warrant out of the particular fund raised for the purpose for which the warrant was issued; He [ sic ] shall keep all moneys on his [ sic ] hands belonging to the City separate and distinct from his [ sic ] own moneys and is hereby prohibited from using, either directly or indirectly, the City's money, warrants or evidences of debt which are in his [ sic ] custody or keeping for his [ sic ] own use and benefit or for that of any other person. Additional Responsibilities Include: Collect Property Taxes and properly distribute the funds to various agencies (over $69,950,000 annually); Receive all other money belong and receivable by the City (water bills, animal licenses, building permits, etc.); Monitor cash flow; Invest available funds in accordance with Public Act 20; Issue and manage locally issued debt (bonds and installment purchase agreements IPA or Act 99 Notes); Administrate the City’s two Pension Systems with over 695 plan participants and combined assets of about $220,000,000; Trustee on Police and Fire Pension Board – Act 345; Sign outgoing checks and deliver daily deposits to local banks with police escort; Be available to answer questions for the public and other city departments; Manage Office Staff of 5 full-timers and 1 part-timer. Qualifications: Must have established residency in the City of Dearborn Heights for a minimum of two (2) years. This must be validated. Must be a registered voter. A minimum of a bachelor's degree from an accredited college or university with a major in Accounting, Finance, Business, or Public Administration with an emphasis in accounting and some government experience or 5 to 10 years of recent Municipal Treasurer’s Office experience.
