As a CIP Program Manager for the City, you will be providing leadership and supervision and complex financial and project management oversight for the Capital Improvement Plan (CIP) program division. Essential duties and responsibilities include: Leads the process of CIP planning with internal city staff to solicit their input and develops the Five Year and Annual Capital Improvement Program which includes Drainage, Transportation, Water, Wastewater, Parks, Facilities, and Technology programs, including project scope, justification, costs, and schedules. Manages the development of project scope, justification, and budgets, leading the process of interfacing with City departments for project needs, project funding, and approval of the Five Year Capital Improvement Plan. Provides for oversight for reporting on the capital improvement project status, and key performance indicators (KPI); Reports project status through the CIP Dashboard, CIP Story Map, and CIP Project Management Information System software; assesses and monitors workload, administrative needs, and standard operating procedures; identifies opportunities and makes recommendations for improvement. Provides oversight of staff responsible for requesting payments and tracking the financial expenditures for the CIP such as payments of consultant invoices, construction pay estimates, and other billings for projects; maintains the status of budget for each project and interface with Finance department and use of the City's ERP system. Provides oversight of division staff responsible for procurement and professional services and construction, the development of professional services and construction contract documents, interlocal agreements, and funding applications. Provides oversight of staff supporting the agenda items process for items presented to City Council for approval; prepares and maintains project records, files, reports, and estimates; develops, maintains, and seeks to continuously improve the project development process, policies, and procedures. Communicates project information to internal and external customers and stakeholders. Coordinates with other public entities including TxDOT, Travis and Williamson County, adjoining cities, neighboring water utilities, and CAMPO as appropriate; maintains familiarity with resource agencies including USACE, FWS, TCEQ, TDLR, and TPWD. Creates and presents the Capital Improvement Plan to civic organizations, advisory boards, user groups, homeowner associations, and city committees, and seeks input as needed. Perform other related duties as assigned. Qualifications and Skill Requirements: Formal Education: bachelor's degree in business administration, Engineering, Architecture, Project Management, Construction Management, or a related field. Relatable Work Experience: Five (5) years of related experience in municipal public policy, municipal engineering concepts, project management, and project and financial data reporting. Personnel management, and leadership qualities to successfully manage and complete on-schedule divisional operations and important city-wide initiatives. Licenses and Certifications: Valid Texas driver's license with an acceptable driving record. Preferred Qualifications: master's degree in business administration, Engineering, Architecture, Project Management, Construction Management, or a related field. Professional Engineer or Project Management Professional certification. Experience in public financial ERP, Microsoft Project, Power BI, and equivalent software programs. Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. Benefits Overview: 10 hours of vacation leave per month, 3 weeks per year. 8 hours of sick leave per month, 12 days per year. Sick leave incentive pay- Employees are compensated in December each year for 25% of their unused sick leave accumulated during the preceding fiscal year. Medical insurance and benefits are provided at zero premium cost to the employee. 50% dependent health benefits premium contribution. Dental benefits are provided at zero premium cost to the employee. 24 hours of paid personal holiday leave each fiscal year. 10 wellness hours each fiscal year for eligible preventive and mental health services. Longevity pay of $8 per month begins with the first anniversary and will be paid on a separate paycheck in December of each year. Retirement plan includes a 7% contribution of an employee's gross salary to the Texas Municipal Retirement System (TMRS) with a City contribution match of 2 to 1 (14%) at retirement. Retirement eligibility requires 5 years of service at age 60 or 20 years of service at any age. Employees also have an additional retirement fund option to participate in a 457 plan. Long-Term Disability is employer-paid and covers 60% of the employee's salary up to $7,500. Military leave provides up to 15 days of paid leave per fiscal year for eligible employees. Education reimbursement assistance up to $5,000 per fiscal year. Employer-paid basic term life insurance policy two (2) times an employee's base salary, up to $325,000 maximum. 40 paid service hours are available to volunteer within our community. Up to 160 hours of paid parental leave to eligible employees following the birth of an employee's child or the placement of a child with an employee in connection with adoption, foster care, or other legal placement to care for and bond with the child.
